<br />to $820.53. Subsequent to the tour of inspection above referred to, the
<br />Manager, accompanied by the a~ty Attorney~ viewed each piece, and in harmony with his views,
<br />and with his approval, I make the following recommendation:
<br /> The first two pieces mentioned, viz: 1610 Washington St., and ?09 South St., have
<br />already been condemned b~ the B~.ilding Inspeotor anti'upon advice of the City Attorney, ~he In-
<br />spector will proceed to ~e~r down and remove the buildings.
<br /> That the next five pieces of real estate, viz: 32~ Harrison Bt., 1818 ~ap!e Ave.,
<br />830 Riverview Ave. ~ 61y Harrison St., and 4~5 Randoloh St., be sold at auction for t axes, at
<br />such time or times, as, in the Judgment of ~he Manag~er and Attorney, may be advisable, end
<br />that, when auctioned, should there be no bidder or should bids be unsatisfactory to the Mana
<br />get and Attorney, that they be authorized to buy the property ~in for the City.
<br /> The Attorney advises that the expense of the sale wizl range from $60°00 to $15.00
<br />on each ~iece. I therefore further recommend ~n ~propriation of $3Y5.oo for t~ue purpose.~

<br /> tth - ~The Street Depart~ent should be prepared to proceed without delay, upon
<br /> the arrival of the new buses, with the removal of traeks~ and street work incident thereto.
<br /> The Engineering Department has recommended the following work tc be
<br /> done in this ~onnection:
<br /> (1) Remove all rails and. ties from dirt streets, and shape up the streets.
<br /> -(2) ~High St., in the caved area west of Chestnut ~t~ - to cover the track area 2~~
<br /> wide with asphalt from I to l~-thiek. This treatment will permit the rails to rem.sin.
<br /> (3) Remove rails only, s.nd patch track ~rea to conform to the balance of the streets~
<br /> in 0ounty ~t. from Middle to Crawfdrd, in Effingh~n St. from High to County, and in Middle
<br /> from Hi~ to ~outh, and various intersections.
<br /> ) Remove rails and ties, ~ repave the present brick pavement on s~ud cushion, in
<br /> ~outh Bt. from Middle to Washington.
<br /> (5) The following streets to remain a~ at present, with a certsln e~ount ~f patching:
<br /> Crawferd, f~m County to High, Sixth Ave. from High to Glasgow, and various interseetioms.
<br /> The amount required, a~ estimated, to do this work, using F.E.R.A. labor
<br /> on the dirt streets, will amo6nt to ~ooroximately $25,000.00. I call your attention to
<br /> treatment of upper High Bt., as recommended by the Engineering Department. To cover this
<br /> street, over the rails for a space of 2~ f~. in ~_dth~ will cost approximately $11,950.00. The
<br /> Engineer states that Norfolk has given one of its streets a similar treatment, and the work
<br /> has stood for four years v~thout showing s_ny signs of wear. However, practically as ser~ice-
<br /> able ~ Job will be made if the tracks remain and the grooves are .simply filled in with Eyrock.
<br /> This cost will be $1,200.00, a saving of $Io,75o.00. However~ if the street is permitted to
<br /> remain as at present, the saving df. course will be $11,95o.00.
<br /> In order that the work may preceded without delay, I recommend that an
<br /> aopreoriation of $25,000.00 be made frOm the money received from the Virginia Electric & Power
<br /> Cbmpa~ny. ~

<br /> 5th - "! am attaching hereto a letter from the ~upe~intendent of the Wa~er De-
<br /> nartme~t, in which he recommends that the City take advantage~of P.W.A. funds for the purpose
<br /> ~f renewing the Pert~mouth distributing sys~em~, at a cost of $30,000.00, s~d the installation
<br /> of 35,000 feet of 30" cast iron main, in the ~ffolk-Portamouth system, replacing a section of
<br /> the wood main, at a cost of $280,000.00, m~klng a total expenditure of $3t0,000.00.
<br /> My opinion is that ~his work should be undertsken, provided-the project
<br /> is approved by P.W.A. ~ end prohibiting restrictions are not imposed, and a ~5% grout is se -
<br /> cured, which means' that the 0ity will supply $170,500.00 and the Federal authorities, $!39,500.
<br /> As a ma~ter of comparison, should the ~ity borr.o.w the entire $310,000.00, smortized ever a
<br /> period of twenty yes~s, .with the f~irst of~ a se~es of bonds ~maturing three years hence, the
<br /> total cost will be $~7~,~00.OO, while with a grant of ~5%, the cost will be $~,~_~.O, a
<br /> saving o~f $2i5,~30.O0~ in other words, an exp?nd%tufre of $310,000.00, repaid over a period of
<br /> twenty three ye~, will cost a total of only
<br /> I therefore recommend that the project be underts]~en, and authority be
<br /> given the proper officers to apply for the Errant of $139,5o0~00; that water se~lal bonds at
<br /> ~% be issued, with which to raise $~0,500.00, 'that the first bond be made payable three years
<br /> hence, and the balance be extended over nineteen years from mat~rity of first bond, so that
<br /> the entire issue will be retired twenty three yea~s after date of isSUe.~
<br /> Motion of Mr. Hutchins to lay the City Manager.!s recommendation on table until
