<br />Minutes of reg~lar meeting held June !2th were read sad approved.

<br />The following communications from the City ~n~oger were read:

<br /> 1st - ~Police'Lieutenant W~L~ Sykes appeared before the Police ~ud Fire Depart-
<br />merit Retirement Board, after submitting to a physical exsmination by the Director of Public
<br />Welfare, a~d the Bo~!~d has submitted the following statement to me:
<br /> 'in view of Mr. ~ykes' disability, as stated on the attached
<br /> medical examination report, it is the opinion of the'Board
<br /> that ~Lieutenant Sykes should be retired from further active
<br /> duty. ~
<br /> Lieutens~ut Sykes entered the Police D~partment on June 22~, 1903, and
<br />has~ served continuously until ~ne presen~ time, with the exception of five months, while
<br />ing~in the Navy Yard o~e month and for the Housing Co~ooration four~ months, ge ~was granted a
<br />f~lough for that spe~iaI se~-~lce.
<br /> I recommend that Lieutenant Sykes be retired from active duty and that~
<br />his nsme be p~laced upon the ~Pension roll, effective as of August tst, 1~3~, ~at a monthly con-
<br />sion of $Y0,6~ which is 50~'of his s~lary and is in .accord wi~,the provision of the ord~ -
<br />n~uceo No appropriat£on is necessary."

<br /> Motion of Mr. ~ox to con,&r in the Manager's recommendation, was adopted.
<br />
<br /> 2nd - "In the matter of a communication from the West Park View Garden Club,
<br /> dated May ~r~h, 1935, requesting that a tract of land, at the City Home be set aside for gar-
<br /> den purposes, to be developed by the several Garden Clubs of the City, I beg te reoort that
<br /> Mrs, T~ip!ett, President of the West Park View Garden Club, and City Gardener, Mr.-L.W. Ross,
<br /> have agreed upon an available and-suitable tract cf two acres. The City Engineer has given
<br /> the following description of' the tract ~'
<br /> ~e pISS of l~nd indicated by Mr. Ross is south of the
<br /> present colored quarters ~n~ west Of the new propegating
<br /> house. A road ~nd ditch on the north separate this land from
<br /> ~he colored quarters, s~ a ditch on the east separates it
<br /> from ~he propogating house. ~
<br /> On this pro~erty, it is the pur~oose oF She ladies to plant and develOP
<br /> flower gardens, turning what is now an unsig~htly waste into a floral place of beauty, to the
<br /> del-ight~amd~inapiration of our home people and visitors as well.
<br /> This development ~tl be in line with the work which the ladies have'
<br /> been carrying on ~Ithin the City, for some time, to the aesthetic enhancement of the community.
<br /> This should be commended and encouraged.
<br /> Y recommend that the plot of land, as herein described, be placed at the
<br /> dlsposs~ of the Garden ClUbs of the City, for the purpose ~nd under such a plan as is outlined
<br />~in the !eSter of the West Park View Garden Club, ~eferred to abcve.,

<br /> Motion of Mr. Hutchins to cone~r in the Manager's recommendation, the Manager to
<br />have complete supervision, was adopted.
<br />
<br /> 3rd - "Ia ~he matter of vacant, dilaoidated buildings, scattered in considerable
<br /> number ~ver the City, the Manager and other offiei~JLs have reoeived humerus complaints from
<br /> neighberhood residents.
<br /> The Manager, accompanied by th& Building In~peetor, City Engineer and
<br />Chief of Fire Prevention Bure~a, made a tour of insoection and concluded that the outstanding
<br />pieces of property, which should have first attenti~on, are the following:
