February 12, 1996 <br /> <br />(e) CA-95-12 <br /> <br />CODE AMENDMENT - Request by the City of <br />Portsmouth to amend Section 40-45.6 of the zoning <br />ordinance pertaining to restrictions on parking <br />of commercial vehicles and the parking of mobile <br />construction equipment. <br /> <br />The following persons spoke in opposition of the amendment: <br /> <br /> 1. Alvin Thompson <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Clemons, to refer <br />CA-95-12 back to the Planning Con~nission for further options and <br />study, and was adopted by unanimous vote. <br /> <br />(f) CA-95-14 <br /> <br />CODE AMENDMENT - A proposal to amend the Zoning <br />Ordinance to delete accessory residential <br />dwellings as a permitted use an all zoning <br />districts. <br /> <br />Stuart Nelson, 3328 Courtney Road, spoke in opposition to the <br />amendment. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Clemons, to defer <br />consideration of CA-95-1~ for 30 days (March 11, 1996), and was <br />adopted by unanimous vote. <br /> <br />UNFINISHED BUSINESS - <br /> <br />95-546 Public Hearing on a group housing project: <br /> <br />C~{P-93-04 <br /> <br />RIVER POINTE NEIGHBORHOOD - Group housing project <br />application of Creative Group, Inc., to modify a <br />condition to allow the use of vinyl siding <br />instead of brick on property to the west of River <br />Pointe Parkway known as the Lanterns, deferred <br />from the December 12, 1995 Regular Meeting. <br /> <br /> Motion by Mr. Pitts, <br />withdrawal of GHP-93-04(M) <br />unanimous vote. <br /> <br />and seconded by Mr. Martin, to accept <br />by the applicant, and was adopted by <br /> <br />96-50 - Public Hearing on rezonings, use permit, and a code <br />amendment: <br /> <br />(a) ~.-95-23-B <br /> <br />CHURCHLANDNEIGHBORHOOD - Rezoning application of <br />the City of Portsmouth for a comprehensive <br />rezoning of portions of River Pointe and West <br />Norfolk from RM-60-K, RM-75 to RS-75 and M-1-R. <br /> <br />Frank Spadea, 620 Village Drive, Suite E, Virginia Beach, spoke <br />in opposition to the rezoning of River Pointe. <br /> <br />ElwoOd Isley, Jr., 301 Columbia Street, spoke in opposition to <br />the rezoning of River Pointe. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Clemons, to <br />consider River Pointe and West Norfolk as two separate rezoning <br />items, and was adopted by unanimous vote. <br /> <br /> <br />
