February 12, 1996 Motion by Mr. Robinett, and seconded by Mr. Pitts, to refer the rezoning of River Pointe back to the Planning Commission for further consideration, and was adopted by unanimous vote. Motion by Mr. Martin, and seconded by Mr. Pitts, to concur with the recommendation of the Planning Commission for the comprehensive rezoning of West Norfolk from RM-75 to RS-75 and M-l-R, and was adopted by unanimous vote. (b) Z-95-28 CAVALIER MANOR NEIGHBORHOOD - Rezoning applica~cion of the ~ity of Portsmouth for a Comprehensive rezon~ng for portions of the Cavalier Manor neigb_borhood from RM-60 to RT-75; RE-75 to RS-75; M-1 to M-i-R. The properties are generally bounded on the north by Interstate 264, on the east by Victory Boulevard, on the south by the Norfolk and Western Railroad and the west by the Corporate City limits of Portsmouth and Chesapeake. Motion by Mr. Pitts, and seconded by Mr. Martin, to concur with the commendation of the Planning Commission that Z-95-28 be approved, and was adopted by unan~mou vote. (c) UP-96-01 DOWNTOWN - Use permit application of the Portsmouth Community Development Group to construct duplexes at 705, 709, 719 Washington Street and 528 Columbia Street. Motion by Mr. Clemons, and seconded by Mr. Griffin, to defer consideration of UP-96-01 for 30 days (March 11, 1996), and was adopted by a vote of 5-2 (Martin, Robinett). (d) CA-95-15 CODE AMENDMENT - A proposal to ~mend the Zoning Ordinance to add a use permit for communication towers in certain zoning districts. Motion by Mr. Pitts, and seconded by Mr. Robinett, to concur with the recommendation of the Planning Commission, was adopted by unanimous vote.
