February 12, 199~ At the Public Hearing.Meeting of the City Council held on Monday, February 12, 199~/~here we~e present: Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, Bernard D. Griffin, James C. Hawks, James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., Ronald W. Massie, City Manager, G. Timothy Oksman, City Attorney. Councilman Cameron C. Pitts opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. The Mayor called the meeting to order and welcomed all in attendance. 96-03 - Public Hearing on code amendments and rezonings: (a) CA-95-13 CODE AMENDMENT - Request by the City of Portsmouth to amend Article III. ZONING DISTRICTS, of the Zoning Ordinance to create a Residential RS-75-PUD district. Motion by Mr. Robinett, and seconded by Mr. Griffin, to concur with the recommendation of the Planning Commission that CA-95-13 be approved, and was adopted by unanimous vote. (b) Z-95-23-A CHURCHLAND NEIGHBORHOOD Rezoning application of the City of Portsmouth for a comprehensive rezoning of portions of Twin Pines, Peachtree, Ebony Heights and River Pointe from Residential RM-75 to Residential RS-75-PUD, Residential RM-60-K and Residential RM-75-K to Res£dential RS-75 and Residential RS-60, Residential RM-75 to Residential RS-75. Motion by Mr. Martin, and seconded by Mr. Pitts, to concur with the recommendation of the Planning Commission that Z-95-23-A be approved, and was adopted by unanimous vote. (c) Z-95-26 HIGHLANDS NEIGHBORHOOD - Rezoning application of the City of Portsmouth for a comprehensive rezoning for the Highland neighborhood from Residential RH-75 to Residential RS-75. The property is generally bounded by George Washington Highway, Paradise Creek, Beech Street, Elliott Avenue, Dekalb Avenue, Independence Avenue, Bide-A-Wee Golf Course, Gust Lane and the corporate limits of the cities of Portsmouth/Chesapeake. Motion by Mr. Griffin, and seconded by Mr. Robinett, to concur with the recommendation of the Planning Commission that Z-95,26 be approved, and was adopted by unanimous vote. (d) Z-95-27 TRUXTUNNEIGHBORHOOD - Rezoning application of the City of Portsmouth for a comprehensive rezoning of portions of the Truxtun neighborhood from Residential Multi-Family RM-75 to Residential Single-Family RS-75. The properties are generally bounded by Interstate 264, Dekalb Avenue, Elliott Avenue, Paradise Creek, George Washington Highway and Frederick Boulevard. Mike Fink~ 4752 Rivershore Road, spoke in opposition to the application. Motion by Mr. Hawks= and seconded by Mr. Martin, to concur with the recommendation of the Planning Commission that be approved, and was adopted by a vote of 6-1 (Griffin).
