February 12, 199~ <br /> <br /> At the Public Hearing.Meeting of the City Council held on <br />Monday, February 12, 199~/~here we~e present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, James C. Hawks, James T. Martin, Cameron C. <br />Pitts, P. Ward Robinett, Jr., Ronald W. Massie, City Manager, <br />G. Timothy Oksman, City Attorney. <br /> <br /> Councilman Cameron C. Pitts opened the meeting with prayer <br />which was followed by the Pledge of Allegiance to the Flag. <br /> <br /> The Mayor called the meeting to order and welcomed all in <br />attendance. <br /> <br />96-03 - Public Hearing on code amendments and rezonings: <br /> <br />(a) CA-95-13 <br /> <br />CODE AMENDMENT - Request by the City of <br />Portsmouth to amend Article III. ZONING <br />DISTRICTS, of the Zoning Ordinance to create a <br />Residential RS-75-PUD district. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Griffin, to <br />concur with the recommendation of the Planning Commission that <br />CA-95-13 be approved, and was adopted by unanimous vote. <br /> <br />(b) Z-95-23-A <br /> <br />CHURCHLAND NEIGHBORHOOD Rezoning application <br />of the City of Portsmouth for a comprehensive <br />rezoning of portions of Twin Pines, Peachtree, <br />Ebony Heights and River Pointe from Residential <br />RM-75 to Residential RS-75-PUD, Residential <br />RM-60-K and Residential RM-75-K to Res£dential <br />RS-75 and Residential RS-60, Residential RM-75 <br />to Residential RS-75. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Pitts, to concur <br />with the recommendation of the Planning Commission that <br />Z-95-23-A be approved, and was adopted by unanimous vote. <br /> <br />(c) Z-95-26 <br /> <br />HIGHLANDS NEIGHBORHOOD - Rezoning application of <br />the City of Portsmouth for a comprehensive <br />rezoning for the Highland neighborhood from <br />Residential RH-75 to Residential RS-75. The <br />property is generally bounded by George <br />Washington Highway, Paradise Creek, Beech <br />Street, Elliott Avenue, Dekalb Avenue, <br />Independence Avenue, Bide-A-Wee Golf Course, <br />Gust Lane and the corporate limits of the cities <br />of Portsmouth/Chesapeake. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Robinett, to <br />concur with the recommendation of the Planning Commission that <br />Z-95,26 be approved, and was adopted by unanimous vote. <br /> <br />(d) Z-95-27 <br /> <br />TRUXTUNNEIGHBORHOOD - Rezoning application of <br />the City of Portsmouth for a comprehensive <br />rezoning of portions of the Truxtun neighborhood <br />from Residential Multi-Family RM-75 to <br />Residential Single-Family RS-75. The properties <br />are generally bounded by Interstate 264, Dekalb <br />Avenue, Elliott Avenue, Paradise Creek, George <br />Washington Highway and Frederick Boulevard. <br /> <br />Mike Fink~ 4752 Rivershore Road, spoke in opposition to the <br />application. <br /> <br /> Motion by Mr. Hawks= and seconded by Mr. Martin, to concur <br />with the recommendation of the Planning Commission that <br />be approved, and was adopted by a vote of 6-1 (Griffin). <br /> <br /> <br />
