<br /> Motion of Mr.. Fox to refer back to the City Manager and City Attorney
<br />se as to place fund under the control of the Council, was adopted.

<br />The following resolutions, laid on table on Seoto 24th, were taken up and read:

<br /> "'~fHEB~EAS, the School Board for the City of Portsmouth, on the 2~th day of
<br />September, 1935, presented to this Board or Council, mu application addressed
<br />to the StaZe Board of Education of Virginia, for the purpose of borrowing from
<br />the Literary F~nd $25,000. for the new colored school building in ~e down-town
<br />section, to be repaid as follows: 30 equal annual payments including interest
<br />at 4% in the s~ount of $1~45.Y5 dollars each.
<br />
<br /> RESOLVED, That the application of the City School Board to the State
<br />Board of Bduoation of Virginia,~for a lo~a of $25,000. from the Literary
<br />Fund, is hereby approved, and authority is hereby granted the said City
<br />School Board to borrow the said amo'~nt for the purpose set o~t in said
<br />application.
<br />
<br /> The Council for said City will each year during the life of this loan
<br />at the time they fix the regular levies, fix a rate of levy.for schools or
<br />make a cash appropriation sufficient for operation expenses and to repay
<br />this lomu-in annual installments, and the ~nterest thereon, as ~equired by
<br />law regulating lomus from the Literar~ Fund.

<br /> The President announced the death of Dr. H.F. Parr~sh, a member of th~body~
<br />and appointed Messrs. Fox and Hutohins to bring in a resolution of respect.
