935 <br /> <br /> It is estimated that the material will cost ~2,065~00, and the City's 32% <br />will be $660.00~ ~The particular sewer work under contemplation, and which is needed to cor- <br />rect bad conditions and make necessary extensions, is as follows: <br /> Florida Aver - from Cleveland approximately 2003 north <br /> Cleveland St. - from alley E. of Maryland to alley E. of Chautauqua Ave. <br /> In alley east of Chautauqua Ave., from Cleveland to Detroit. <br /> " " ~ ~ Florida Ave., from Wesley to N. of Arlington <br /> Washington St., from Carroll to Hamptoq Place <br /> South St., from Godwin to Richmond Ave. <br /> North Lane - from North St. 2501 north. <br /> High St., on south 'side - Chestnut 'to Hatton St. <br /> In alley south of Bay View Blvd. - from Florida to Douglas Ave. <br /> " " west of Florida Ave. - north of Arlington <br /> In order to secure the $2,065.00 of Federal help and to continue this project <br />I recommend that $700.00 be appropriated, with the understanding that the money will not be <br />expended unless the ~2,065.00 of materials is made available by the W.P.A. authorities." <br /> <br /> On motion of Mr. Stewart, $700.00 was appropriated for said purpose, and by <br />the following vote: <br /> <br /> Ayes- Brooks, Fox, Hutchins, Moore, Oast, Stewart 6. <br /> Hays- None. <br /> <br /> ~th - "In the matter of medical inspection for the parochial colored school, <br /> upon which I reported adversely to your Honors?cie Body on August 17th, and which subject was <br /> referred back to me "to confer with the Director of Public Health to try to work out some <br /> plan to take care of the health of these children wit--out cost to the City, if possible", I <br /> beg to report as follows: <br /> On Sept. 5th, I submitted the matter to the Director of Public Welfar~ <br />~with the request that he "endeavor to work out a practical plan to t~e care of this work and <br />repo~t to me later." <br /> On Sept. 6th~ I received a communication fromthe Director of Public <br /> Welfare, which went considerably into details e~d which advised me that the work could be <br /> done through his department, but not without cost to the City. Without burdening you with <br /> the details of Dr. Roper~s full report, I quote one germane paragraph, as follows: <br /> <br /> "As to the cost for the service as outlined, it would <br /> be as follows: Assuming that pay would be necessary for a nine months <br /> school term, $900.00 for nurses salary mud $675.00 for medical inspec- <br /> tor or a total of $1575.00 per annum. Under the second plan as sug- <br /> ges~ed, that of employing a City Physician, 'it would be as.follows - <br /> nurses salary $900.00, salary of City P~ysician $1800.00 - or a total <br /> of $2700.00. <br /> Much more efficient service, I believe would be rendered <br /> under the second plan because the medical inspector of the schools should <br /> have had special' training in modern health procedures and methods end <br /> this could best be done by an experienced health officer." <br /> <br /> I then submitted Dr. Roperls report to the City' Attorney, for his <br />opinion, which I now quote: <br /> <br /> "In reply to your letter of Sept. 9th, concerning the <br />matter of furnishing medical inspection for the parochial schools <br />and after having read the copy of Dr. Roper~s letter which was at - <br />tached, I am of the sam~ opinion as stated in my letter of August <br />18th, to the effect that under Section l~l of the State Constitu - <br />rich, the City has no authority to make an appropriation to sectar- <br />ian institutions." <br /> <br />Motion of Mr. Hutchins to refer to the 1936 Budget was adopted. <br /> <br /> - UNFINISHED BUSIR~SS - <br /> <br />and read: <br /> <br />The following ordinance, placed on its first reading, Sept. 24th, was taken up <br /> <br />"AN ORDINANCE TO AMEND AND RE-ORDAIN ~.N ORDINANCE ENTITLED, 'AN <br />ORDINANCE TO PROHIBIT THE ERECTION OF PUMPS, TANKS, AND SIMILAR <br />EQUIPMENT FOR THE STOP, GE OF GASOLINE, OIL AND OTHER LIQUID SUB- <br />STANCES IN THE STREETS OF THE CITY OF PORTSMOUTH, Adopted Decem- <br />ber 27th, 1928-, AND TO PROHIBIT THE USE OF AND PROVIDE FOR THE <br />REMOVAL OF TANKS, PUMPS AND OTHER EQUIPMENT NOT-IN USE." <br /> <br />On motion of Mr. Stewart, said ordinance was adopted,.and by the following vote: <br /> <br /> Ayes - Brooks, Fox, Hutchins, Moore, Oast, Stewart - 6. <br /> Nays - None. <br /> <br />up and read: <br /> <br />The following ordinance, placed on its first reading, Seotember 2kth, was taken <br /> <br />,A~ ORDINANCE TO AMEND AND RE-ORDAIN A~ ORDINANCE ENTITLED ~AN <br />ORDINANCE PROVIDING FOR' PE~.~ETUAL CARE AND UPKEEP OF CEMETE~ <br />LOTS', Adopted June t6th, 1922.": <br /> <br /> <br />
