Funds for 1936, nor have
such funds, which the City may receive, been taken into consideration in forming this budget;
the thought being that such funds as may be received, will be applied to the various forms of
relief, in line with the Council's expressed intention. ·

In connection herewith, the following ordinance was, on motion of Mr. Stewart,
placed on its first reading:

"AN ORDINANCE OF THE BUDGET APPROPRIATIONS FOR THE CITY
OF PORTSMOUTH, VIRGINIA, FOR THE YEARBEGINNING J~NUA~Ylst, 1936."

The following communication from the City Attorney was read:

"On Saturday, November 9th, 1935, I offered for sale at public auction as
Special Commissioner in the suit between the City of Portsmouth and Louise E. Barton, the widow of Commodore Barrono Mr. Parker, City Collector, be-
came the highest bidder for the property at $~00.00. The party who made the nex~ highest bid
of $380'.00 has stated to me that she is willing ~o pay that amount but no more. I believe it
will be ~o the interest of the City to have Mr. Parker withdraw his bid and for me ~o be al-
lowed to accep~ the bid of $380.00, which is agreeable, I understand, with the defendants in
this suit. I respectfully recommend that this be done.
Taxes on the property amount ~o about $1280.00 and the house is in very bad
lishC°nditi°n'the houseIf attheonce."CitY takes title to the same, I believe that it will be necessary to demo-

Motion of Mro Moore to refer to the City Manager and City Attorney, with power
to act, was adopted.

up and read:

up and read:

- UNFINISHED BUSINESS -

The ~ollowing ordinance, placed on its first reading, October 22nd, was taken

"AN ORDINANCE TO AMEND ANDRE-ORDAIN AN ORDINANCE ENTITLED,
~AN ORDINANCE PROVIDING FOR DEPOSITS ON LICENSES AND TAXES
OF THE CITY, AND FOR THE ALLOWA~CE OF INTEREST ON SUCH
DEPOSITS, Adopted February 23, 1932."

Motion of Mr. Hutchins to adopt, was lost, and by ~he following vote:

Ayes: Hutchins, Oast.
. All
of their cases that could not pass a #1 physical examination, all
transients, and expectant mothers, which are numerous, are now our
cases-. The Government puts it as Local Responsibility. Please as-
sis~ us. It is Portsmouth's problem ~o keep her children with
shoes ar~l warm clothing for school, their aged fed and warm. We
want to help you wi~ ~hie great task, but we need $1,2G0.00 to
put this Job over for October, November and December.
We work with Dr. Roper amd his nurses, Mr. Hunt amd princi-
pals of school and Domestic Relations Court.
Have you ever thought of the burden of caring for the fami-
lies of our prisoners while ~hey ars in Jail and penitentiary? It
is our task.
Our City Home is crowded and we mus~ wait for some One~ to
die before one more can be accepted.
