There may not be any necessity for this section, at this time, ~owever, I can see no <br />disadvantage in it, and it may serve its purpose at some time in the future. <br /> I recommend that this bill be adopted and that the City Attorney t~ke such <br />actien as he may deem advisable, to have it presented in this session of the Legislature.~ <br /> <br />The b~z_ - <br /> <br /> "A Bill to authorize the City of portsmouth to issue bonds to fund certain <br />temporary loan notes and other obligations. <br />Be it enacted by the General Assembly of Virginia: <br />ls~ - T_hat t~e City of Portsmouth shall have power to issue its bonds in <br />the aggregate sum of Five-Hmudred Thousand ($500,000.00) Dollars and to apply the proceeds <br />of the sale thereof to the funding or payment of outstandifig temporary loan notes or other <br />obligations heretofore issued by the City of Portsmouth in a~ticipatio~ of the receiot of <br />taxes and revenues of the then current fiscal year or to the-funding or payment of any tem~ <br />porary loan notes or other obligations issued in renewal of any such outstanding temporax~y <br />lomn notes or obligations. <br /> 2nd - The said bonds Shell be issued in the n~me of the City of Portsmouth <br />and shall be signed by the President of the City Comucil, with the seal of the City thereto <br />affixed, attested by the City Clerk. They shall be issued in such'denominations, and at such <br />rate or rates of interest not exceeding six per cent per srmum, payable seml-annue!ly, as <br />may be determined by the City Council of said City. They may be issued either all at one <br />time, or in separate issues from time to time, as the said Council may determLue, and shall <br />be payable not more them thirty years from the dates of their issuance; but bonds issued un- <br />der this act, together with other outstanding bonds of said City, not issued for a purpose <br />from which the City derives a revenue, 'shall not exceed eighteen per cent of the assessed <br />value of the real estate of said City. The said bonds may have interest coupons attached <br />thereto or may be registered as to the holders, and they may be disposed of in such m~uner <br />as the Council of said City may deem expedient,-and the proceeds arising from the sale thereof <br />shall be used for no other purpose than that hereinabove stated. The said bonds shall be sub- <br />Ject to no taxation whatever by the City of Portsmouth, and the payment thereof and the inter- <br />est thereon shall be provided for either by a special levy or out of the. general levy of the <br />City. <br /> 3rd - The Council of said City'of Portsmouth shall have power to provide in <br />the ordinsnce adopted for the purpose of authorizing the issuance of said bonds or of any is- <br />sue of said bonds, that any matured bonds or any matured interest coupons evidencing the in- <br />terest Payable upon such bonds shall be received by said City at par'in oayment of Shy taxes, <br />and interest and penalties accrued thereon, heretofore or hereafter levied upon property by <br />said City, and any such provision contained in said ordinance shall, after the bonds autho- <br />rized thereby have been issued, be irrevocab!e," <br /> <br /> Motion of Mr. Hutchins to concur in the'Manager's recommendation was lost <br />and by the following vote; <br /> <br />Ayes: Hanvey, Hutchlns - 2 <br />Nays.
