Ineers of <br />reputation and ability, that such a survey and report may be made for $3,500.00. <br /> The more important phases of such a survey and report will embrace: <br /> 1st - Analysis of present light and power rates. <br /> 2nd - Study and audit of municipal lighting costs. <br /> <br /> 5th <br /> 6th <br /> <br /> 8th <br /> <br />10th <br />llth <br /> <br /> Rehabilitation of street lighting system. <br />~._ Possibilities of local power generation. <br /> Economies of purchased .power (municipal distribution). <br /> Tentative design of municipal power generating plant. <br />- Estimated .cost of municipal power distribution system. <br />- Schedule of municipal system operating charges. <br />- Oontemplative revenues, competitive operations. <br />- Co-ordination of power generation and water pumping. <br />- Pumping plant operation analysis. <br /> I assume that i~ is the Councilms intentimn to pursue the matter further. <br /> <br />I <br /> <br />therefore recommend ~hat. $3,500.00 be made available for an exhaustive study and report. How- <br />ever, before proceeding to employ an engineer, I shall confer with theCounctl, either in reg- <br />ular, meeting or in conference, and take no definite action except upon the Council~s approval.~ <br /> <br />On motion of Mt. Broughton, a fur- <br />nished apartment, at 627 Harrison St., this City~ <br /> ~or the year 1931, I was asseased taxes on the furniture, in his home, in the <br />sum of $1.~3; for the year 1932 I was assessed on the same furniture in the sum of $1.20; for <br />the year 1933, I was assessed on the same furniture in the sum of $1.26; 193~ I was assessed <br />for the same furniture in the sum of ~1.68, ~d 1935, I was assessed for ~he same furni~ture <br />in the sum of $1.75, making a ~otal amount of taxes due in the sum of $7.32. <br /> In view of the fact tha~ ~he furniture which has been assessed by the Oity, <br />was never owned by me,.bu~ has always been owned by Mr. J.N. Brough~on.' <br /> <br /> The followdng letter was read and referred to the City Manager ~ud City At- <br /> torney: <br /> <br /> " #~e have been advised that the ordlnanees of the 01ty of Portsmouth require <br />a firm similar to ours to pay a license fee the privilege of erecting grave stones, monuments <br />or other stone works in your ci~y cemeteries. <br /> Our firm pays all of the required licenses to the State of Virginia and the <br />Oity of Norfolk and is also sub~ect Zo many other forms of ~axa~ion. We understand that the <br />City of Norfolk has a similar ordinance on its books but does not actively enforce same as <br />against the fires in Portsmouth engaged in similar workZ <br /> Ou~ firm engages in thi's business in many communities and in no city other <br />than Portsmouth, ha~e we been told that it would be necessary to pay the local license in or- <br />der to erec~ s~ones which have been o-E~ered by the citizens of that community and are being <br />erected for their benefit. <br /> We hope that you will consider the fairness and equity of this question and <br />permit us to erect stones in your City cemeteries without any license fee or interference from <br />your local authorities, similar to the way in which we handle these matters in otheP communl- <br />ties, and similar to the way which your Portsmouth firms handle such matters in ~orfolk. <br /> We have several stones ready for immediate erection and would Appreciate a <br />reply as to your policy in this connection, a~ your earliest-convenience.
