390 <br /> <br />February 27, 1996 <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Robinett, <br />adopt the following ordinance, and was adopted by the <br />following vote: <br /> <br />to <br /> <br /> "AN ORDINANCE TO APPROPRIATE $27,000.00 FROM THE PUBLIC <br />UTILITIES CAPITAL IMPROVEMENTS FUND FOR AN ASSESSMENT OF THE <br />CONDITION OF FOUR DAMS OWNED BY THE CITY OF PORTSMOUTH, <br />VIRGINIA" <br /> <br />Ayes: Clemons, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Martin, to <br />award a contract to Wiley and Wilson, Inc. for structural <br />inspections and evaluation services, and was adopted the <br />following vote: <br /> <br />Ayes: Clemons, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />96-79 - Letter from the City Manager recommending adoption of <br />a resolution authorizing the Deputy City Manager for Finance <br />as the City's authorized agent for Federal Disaster Relief <br />Purposes. <br /> <br /> "In order to file for financial assistance under the <br />Disaster Relief Act (Public Law 288k, 93rd Congress), each <br />local governing body is required by the Federal Emergency <br />Management Agency (FEMA) to designate an authorized agent to <br />coordinate and execute necessary agreements and assurances <br />for disaster relief purposes. The attached resolution will <br />designate the Deputy City Manager for Finance as the City's <br />authorized agent. <br /> <br /> I, therefore, recommend your adoption of this <br />resolution." <br /> <br /> Motion by Mr. Robinett, and.seconded by Mr. Clemons, <br />adopt the following resolution, and was adopted by the <br />following vote: <br /> <br />to <br /> <br /> "A RESOLUTION DESIGNATING THE DEPUTY CITY MANAGER FOR <br />FINANCE AS THE CITY'S AUTHORIZED AGENT FOR FEDERAL DISASTER <br />RELIEF PURPOSES. <br /> <br /> WNEREAS, for any major emergency or disaster that occurs <br />in the City of Portsmouth, Virginia, it is be essential that <br />procurements, authorizations, cost accounting and <br />documentation be coordinated in order to properly apply for <br />federal disaster relief funds; and <br /> <br /> WHEREAS, under Federal Emergency ManagementAgency <br />(FEMA) regulations, it is required that each governing body <br />execute necessary agreements and assurances for emergency and <br />disaster relief purposes; <br /> <br /> WHEREAS, the snow storm which occurred on January 13, <br />1996 was of such severity that the City may be eligible for <br />federal disaster relief funds: <br /> <br /> <br />
