389 <br /> <br /> February 27,1996 <br /> <br /> The Director of Public Utilities is requesting an <br />appropriation of $200,336 to rehabilitate and replace <br />portions of the water and sewer infrastructure serving this <br />site. The age of the public utilities in this area mirrors <br />the age of the original homes with portions having been laid <br />in 1892, 1905 and 1938. Utility crews removed portions of <br />the old water mains and sent them out for destructive <br />testing. These test results revealed that portions of the <br />older mains did not require replacement helping to contain <br />costs. The utility work will be accomplished both by <br />departmental crews and by outside contractors, as cost <br />appropriate. <br /> <br /> I concur with the recommendation of the Director of <br />Public Utilities and recommend appropriation of $200,336 for <br />this project. With this appropriation, the remaining balance <br />of public utility bonds authorized, but not yet appropriated <br />will be $20,494,44." <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Martin, <br />adopt the following ordinance, and was adopted by the <br />following vote: <br /> <br />to <br /> <br /> "AN ORDINANCE TO APPROPRIATE $200,336.00 FROM THE PUBLIC <br />UTILITIES CAPITAL IMPROVEMENTS FUND FOR WATER AND SEWER <br />REHABILITATION AND REPLACEMENT IN THE QUEEN STREET AREA" <br /> <br />Ayes: Clemons, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />96-78 - Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $27,000 from the Public Utilities <br />Capital Improvements Fund for structural inspections and <br />evaluation services for the Lakes Cohoon, Meade, and Kilby <br />Dams, and a motion awarding the contract to Wiley and Wilson, <br />Incorporated. <br /> <br /> A. Ordinance to appropriate $27,000 for structural <br />inspection and evaluation services for LakesiC0h~gn~ ~eade~ <br />and Kilby Dams. <br /> <br /> B. Motion to award the contract to Wiley and Wilson, <br />Incorporated. <br /> <br /> "Portsmouth owns and maintains four water supply dams <br />that are regulated under the National Dam Safety Act. In <br />April 1997, Portsmouth must reapply for the operational <br />certificates for these dams per the Federal Act. <br /> <br /> The Department of Public Utilities requires the <br />assistance of a structural engineer to help assess the dams' <br />conditions as part of this reapplication process. This <br />assistance will also identify the scope, cost estimates and <br />priorities of any remedial programs that the d~uns may require <br />for inclusion into future capital improvement projects. <br /> <br /> The Director of Public Utilities requests the <br />appropriation of $27,000 for this effort and award of <br />contract to Wiley & Wilson, Incorporated, the engineering <br />firm selected through the City's procurement process for this <br />work. <br /> <br /> I concur with the recommendation of the Director, and <br />with this appropriation, the remaining balance of public <br />utility bonds authorized, but not yet appropriated will be <br />$20,467,424.'. <br /> <br /> <br />
