<br /> "In reference to the request of Mr. H. O. Jones for relief of personal taxes
<br />charged against him for 193~, I find, upon inves~igation, that Mr. Jones came to Portsmouth
<br />from Georgia, in about Mare~h, 193~. He moved his family and furniture here in May of 193~.
<br />As his property was not located in this City onJanuary 1st, 1935, he should not have been as-
<br />sessed for taxes, and he is therefore entitle~ to be relieved of taxes for that year, amount-
<br />inE to $2.65. ~
<br /> Motion of Mr. Hutchins to concur in the Attorney's recommendation, was adopted°

<br /> "At a meeting of ~he Council for the City of Portsmouth,
<br />held in the said City, on the 2~th ~day-of November, 1936.
<br /> WHEREAS, The School Board for the City of Portsmouth,
<br />on the 10th day of November, 1936, presented to this Council,
<br />an application addressed to the State Board of Education of
<br />Virginia, for the purpose of borrowing from the Literary Fuad
<br />$50,000.00 for ~he new Colored High School building, in Botts-
<br />mouth, to be repaid as follows: - 30. equal annmal payments, in-
<br />eluding interest at ~% in the amount of $2,891.51 dollars each.
<br /> RESOLVED, That the application of the City Sehool Board
<br />to the State Board of Education of Virginia, for a loan of
<br />$50,000.00 from the Literary Fund, is hereby approved,- and au -
<br />thority~ is hereby granted ~he said Oi~y School Board t.o borrow
<br />the said amount for the purp,se set out in said application.
<br /> The Council for said City will ~each year during the
<br />life of this loan, at the time they fix the regular levies, fix
<br />a rate or levy for schools or make a cash appropriation, suffi-
<br />cient fbr operation expenses and to today this loan in annual
<br />installments, and the interest' thereon, as required by law regu-
<br />lating loans from the Liter~ary_ Fun~.
<br /> I hereby certify that the foregoing is a true copy, as
<br /> taken from the minutes of the Council of the City of Portsmouth.

<br />to pay same from funds in her hands from collection of Dog Taxes.

<br />The following letter was read:

<br /> "I am sure that you are aware from ne~spape~ reports of the testimonial dinner
<br />that will be given to Olarence Parker, on December 1~, 1935, at the City Auditorium, by the
<br />citizens ef Portsmouth and Norfolk County, who are anxious to honor a worthy football player.
<br />I know that it is customary to pay for the use of the auditorium and then ask the Council for
<br />a rebate. 'I~ this case, however, I am asking if. the Council, in advance, will allow us to
<br />use the City auditorium' free of cost, and my reason is this: We expect to have. a few invited
<br />guests who are prominent in the football world out side of the City of Portsmouth, and after
<br />all expenses are paid, we will buy Ace Parker a present. ~e are anxious to give him something
<br />very nice, ~orthy of such a football player as he is, Naturally, unless I know in advance
<br />whether I can get the auditorium for' nothing, I will not. know how much. to allow for this present
<br />! know $~at you gentlemen are heartily in accord with the idea of this testimonial dimmer and
<br />I am asking if you will. ald. us by granting my request tonlgh2, at this meeting.
