<br /> MinUtes of regular meeting, held November 10th, were read and approved.

<br /> The following communications from the City Manager were read:
<br />
<br /> 1st - "On October 29th, I reported damage of $10~.EO to the City's store
<br />building, at the northeast corner of Elm Avenue and Randolph St., an~ that the claim had been
<br />placed with the City Attorney, for legal action.
<br /> I am in receipt of the following communication from the C.i~Attorney,
<br />which is self-explanatory:
<br /> 'Referring to your letter of October 29th, 1936, regard-
<br /> ing the damages to the store front of the building at the north-
<br /> east corner-of Elm Avenue and Randolph St., belonging to the City,
<br /> I have collected from Mr. W.M. Chi-ldress the amo~mt of the damages,
<br /> in the sum of One Hundred and Four Dollars and Eighty Cents. The
<br /> check for the same was delivered to the City Collector on last Wed-
<br /> nesday.,"
<br />
<br />On. motion ordered filed.
<br />
<br /> 2nd - The Manager presented the following ordinance, which was, on motion,
<br />placed on first reading:
<br />
<br /> "AN ORDINANCE AUTHORIZING THE BOP~ROV~ING OF TWO HUNDRED
<br />THOU~D ($200,000.00) DOLLARS, IN ANTICIPATION OF THE COLLEC~-
<br />TION OF THE ~VENUE OF 1937 AND PROVIDING FOR THE ISSUANCE OF
<br />A NOTE OR NOTES THEREFOR."

<br />the end of the year.

<br />"The Social ~erviee Bureau will require $950~00 to ca~ry the work until
<br />
<br /> My report of June 22nd, 1936, the adoption of which established the Bu-
<br />
<br />reau, contains the following clause:
<br /> 'Definite assurance has been given that credit for
<br /> the following appropriations may be had:. $2,~00.00 for gra-
<br /> tis me~mclnes and $1,1~0.00 f~r burial of paupers. This
<br /> will g~ve a credit of $3,~00.:~0 to be deducted from the
<br /> matching fund of $10,~73.~9. Also, there is a possibility
<br /> of receiving credit for $2,000.00, salary of C~ty Physician,
<br /> $500.00 for probation work, and o~her items such as limited
<br /> hospitillzation and expenditures that may be unclassified.'
<br /> The amounts cited cover a period of ~welve months. However, the Bureau
<br />has been operating six months only, and definite amounts of credits from the above-mentioned
<br />sources have not yet been established. For instance, nc credits have yet been received for
<br />gratis medicines, and credits of approximately $500.00 only , have been received for burying
<br />of paupers.
<br /> The original a~proprIation made no provision for equipping the Bureau's
<br />quarters, and this item amounted to $~50.00.
<br /> The Director of the Social Service Bureau stat~s that it appears to him
<br />that the account will be in balance at the end of the twelve months period.
<br /> An emergency existing, I recommend that an appropriation of $950.00 to
<br />the Social Service Bureau be made available, at thim time."
<br />
<br /> Motion of Mr. Hutchins tc make said appropriation of $950.00, was adopted, and
<br />by the following vote:
<br />
<br />Ayes: Fox, Grimes, Howard, Hutchins, Lawrence, Warren, Weiseman,
<br /> Wilson -
<br />Nays: None.
<br />
<br /> ~th - "Accompanying this is an option for the purchase of lots ? to 23, inclu-
<br />sive, in block B, and lots 1 to 21, inclusive, in block C, shown on the plat of land formerly
<br />owned by the estate of Olivia S. Cooke and now the property of W.K. Hedges and H.A. Irving,
<br />being a total of 39 lots, fronting on Elm and Camden and on Rutter St., adjoining the water
<br />works property.
<br /> The accompanying map clearly defines the property in question.
<br /> I recommend that the said property be Purchased for $9,000.00, under
<br />the terms of the option; that Oamden Ave~ and Rutter Sts. be closed; that the tract~of l~d
<br />at the northeast corner, 200 x 200 ft. be set aside for the Armory site, and that the balance
<br />be turned ever to the Water Department for enlargement of its site; that an appropriation ef
<br />Water Department funds of $7,000.00, and City General funds of $2,000.00 be made, for the said
<br />purchase. Thi~ division is arrived at on a square foot basis, including the streets to be
<br />closed.
<br /> Mr. Irving agrees to apply all of his p~eeeds, approximately $~,~O0.00
<br />to delinquent taxes~ and while not embodied in the terms of the option, it is understood that
<br />all of the proceeds going to Mr. Irving, will be applied to the principal and that penalty and
<br />~nterest on the taxes so paid, will be waived.
