<br /> Nrc L.T. Klauder, who was engaged to assemble the necessary data, was
<br /> here on the 22nd. His estimate of the cost of the plan~ and distributing system, is ~oproxi~
<br /> mately two millio~ dollars. He is of the opinion, in which I concur, that we must first set-
<br /> ~le ~he question as to whether the Virginia Electric ~ Power Comp&ny has a valid and binding
<br /> franchise with the Cit. That c

<br />and gun drill, once each week.
