February ~2Mrd. lq3?.

William G. Tyler, requesting a refund of $5°00 paid for automobile license. It appears that
Mr. Tyler went to the City Collector's office on January 15th and paid a license tax of $5.00
to operate his automobile. The City Collector had no license tags and gave him a recei~.~t for
his money. On January 18, Mr. Tyler purchased from Nr. L.~. Weston a license tag for which
he had paid an annual tax of $10.OO and had the same duly transferred to him. He now asks
that the amount of $5.00 oaid by him, be refunded. His reason being that he decided to have
a tag on his car. This i~ the first case of this kind to be presented to the City Council.
Ordinarily, the City does not refund license taxes under any circumstances. However, I can
see why Nr. T~ler desired a tag and as the City could not furnish the tag, I see no objection
to the refund of the money."

Motion of Mr. Hutchins ~o concur in the Attorney's recommendation, was adopted.

UNFINISHED BUSINESS -

taken up and

The following ordinance, placed on its first reading at the last meeting,
read:

"AN OBDiNA~CE REGULATING OFFICE HOURS FOR CITY OFFICES"

was

On motion of Mr. Weiseman, same was adopted, and by the following vote:

Ayes - Leigh, Fox, Grimes, Howard,
Welaeman, Wilson
Nays - None

Hutchins, Lawrence, Warren,

The following communication, laid on table at last meeting,

was taken up and

~The undersigned, the Eight Wards Civic Club of the Oity of Portsmouth, Va.,
hereby respectfully petition you to grant us permission.~O hold a charity circus on the
Wythe St. Playgrou~ds~ ~eginning April 12th, 1937, and 6ontinuing for a period of six days
thereafter.
This circus is to be held for the purpose of raising funds for the Charity
Fund of the Eigh~ Wards Civic Club, w~ich fund is to be used for Telief and charitable put-

pos~s in the City of portsmouth.
We would expect
ordinances.

to pay the license tax required and comply with all

Respeotfttlly yours,

The Eight wards Civ%c'Club
By Earl Stubten, President."

city

Notion of Mr. Warren to grant said request wae~adop~ed.

Thefoll~wing letter from the City Manager, laid on table at special meet-
~ng on February 19th, was taken up and read:

"In order to comply with the letter of the law, it is necessary for the
Council to authorize the City Nanager and City Collector to advertise the delinquent tax
list.
