1st - ~he Manager presented the following ordinance:

"AN ORDINANCE REQUIRING PERSONS WHO BUY SECOND-H~ND
BUILDING MATERIAL EXCEPT FROM A LICENSED D~ER, TO KEEP A
DAILY RECORD THEREOF AND FUBNISH THE SAME TO THE CHIE~ OF
POLICE"

Motion of Mr. Fox ~o place same on its first reading, was adopted.

2nd-- The Manager presented the following ordinance:

"A~N ORDINANCE NAMING IT UNLAWFUL TO ENTER UPON ANY VA-
CANT BUILDINGS OR THEIR ENCLOSURES, WITHOUT THE CONSENT_ OF
THE OWNERS,

Motion of Mr.. Howard to place said ordinance on its first reading, was adopted.

3rd - "The ordinance passed many years ago, segregating funds from the Olive
Branch Cemetery, has cost the City, up to this time, between ten and el-even thousand dollars,
the di. fference between the interest allowed by the bar, ks 'and the interest the City paid ~he
banks when it borrowed the same money.
The ~mount of the fund now is in exc~ess of $60,000. and the City is
paying the banks 2~% for taking care of this money.
I recommend that the ordinance relative to this fund, passed by the
City Counc-il on October 10th, '192~, be annulled, so that the $60,000. may be ~oplied to the
Floating Debt, which will cu~ this deb~ down from $410,000. to $350,000. If the arrangement
now existing should continue ten years longer at $1,500. a year, it would cost the City an
additional $15, O00."

Motion of Mr. Hutchins to concur-in the Manager's recommendation and that the
