.02 <br /> <br />March 12, 1996 <br /> <br /> "To help provide a good quality of life and reduce large <br />volumes of through traffic in the Watervlew nemghborhood, the <br />Traffic Engineering Department has conducted a series of <br />traffic counts and studies in this area. As a result, the <br />Traffic Engineer is recommending the approval of a one-way <br />system northbound, on Caroline Avenue from Brown's Store to <br />Shenandoah Street. From Brown's Store to King Street will be <br />two-way traffic to allow residents who live in this area and <br />customers of the store to have ingress and egress. <br /> <br /> This one-way system will help reduce approximately 50% <br />of the cut through traffic in Waterview, while still allowing <br />residents of the city access to the Churchland area and the <br />Maryview Hospital complex. To help regulate northbound <br />traffic once it enters Waterview, we are also proposing two <br />(2) 4-way stop locations on Grayson Street at Sussex and <br />Rockbridge. Traffic eastbound on High Street at Shenandoah <br />Street will be restricted from turning right. <br /> <br /> I, therefore, concur with the Traffic Engineer, and <br />recommend adoption of the attached ordinance to establish a <br />portion of Caroline Avenue as a one-way street." <br /> <br />1. Jack Nanney, 1G08 Cherokee Road, requested for the <br />Waterview causeway to remain open. <br /> <br />2. Rita Costello, 3157 Holly Cliff Lane, requested for the <br />Waterview causeway to remain open. <br /> <br />3. Louise Thomas, 131 Florida Avenue, requested for the <br />Watervlew causeway to remain open. <br /> <br />4. Daryl Beasley, 506 Shenandoah Street, spoke in support of <br />the recommendation. <br /> <br />5. Louis Whitehead, 4415 County Street, requested for the <br />Watervlew causeway to remain open. <br /> <br />6. Mike Ohmsen, 418 Shenandoah Street, spoke in support of <br />the recommendation. <br /> <br />7. Karen Jordan, 107 Elmhurst Court, requested for the <br />Waterview causeway to remain open and supported establishment <br />of an Ethics Committee. <br /> <br />8. Nita Henderson, 414 Sussex Drive, requested for the <br />Waterview causeway to remain open. <br /> <br />9. Keith Nance, P. O. Box 3515, letter read on his behalf, <br />requested the Waterview causeway remain open. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Pitts, not to <br />adopt the recommended ordinance, and was adopted by the <br />following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />96-97 - Letter from the City Manager recommending adoption of <br />an ordinance to close portions of Cambridge Street, Wallace <br />Circle, Potomac Avenue and a ten foot alley, pursuant to an <br />application made by Portsmouth Partners of Virginia. <br /> <br /> <br />
