Thi~ is not an
estimate, but is guaranteed in the agreement~ The Company agrees to make this retroactive to
January 1st of this year.
In addition to this, the Traction Company agrees to convert the Ports-
mouth Pumping Station from s~eam to electricity. This will cost $25,000.00. If, at the end
of ten years, the Ci~y does not renew the contract, the City then agrees to refund one half of
the cost of the electrification of the pumping station, $12,500.OO.
As you know, a committee consisting of Mr. Fox and myself, has been
trying, for several weeks, to secure a grant from the Pederal Government, to help build a mu-
nicipal plant. We have no prospect of obtaining~his gramt. The City Attorney, Mr. Barclay,
informs me that we are not at all sure of wimning our suit as to franchise rights.
In view of all of the circums~anees, I feel that it is to the City,s
best interests ~o accept the Traction Company,s offer, and I so recommend,s

adopted:

Motion of Mr. Howard to place the following ordinance on its first reading, was

"AN ORDINANCE TO APPROVE THE ATTACHED FORM OF CONTRACT
BETWEEN THE CITY OF PORTSMOUTH AND THE VIRGINIA ELECTRIC AND
POW~ COMPANY FOR CONVERSION ~ROM STEAM TO ELECTRIC POWER O~THE
CITY'S WATER PUMPING STATION AT GODWIN AND RUTTER STREETS, AND
FOR THE PURCHASE B~ THE CITY FROM SAID COMPANY AND THE FURNISHING
BY THE COMPANY TO SAID CITY OF ELECTRIC CURRENT FOR ALL O~ THE
ELECTRICAL REQUIREMENTS OF THE CITY ~OR ~I~NICIPAL PURPOSES, AND
TO AUTHORIZE AND DIRECT THE EXECUTION THEREOF ON BEPL~LF OF THE
CITY,

FOR~ OF AGREEMENT BET~EN

CITY OF PORTSMOUTH, VIRGINIA,
and
VIRGINIA ELECTRIC AND POWER COMPANY
and
LETTER~ OF GUAR~Y NAKRED EXHIBIT ~
REFERRED TO AND MADE A PART OF SAID
ORD L~ANCE. u
