<br /> Motion of Mr. Hutehins to concur in ~he Manager's recommendation, and to make
<br />an aPpropriation of $350.00 for said purpose, was adopted, and by the following vote:

<br /> 3rd - eOn account of having to bring a great many chancery suits to eollee~
<br />back taxes, the work of the Oity Attorney will be considerably increased from now on. His ser-
<br />vices to the City are very prompt and efficient.
<br /> I recommend~that his salary be increased $300.00 per year, effective
<br />from the 1st of September. It is necessary to make an appropriation of $100.00 to take care of
<br />the last four months of this year."

<br /> ~th - The Manager presented the following ordinance which was, on motion of
<br />Hutchins, placed on its first reading:

<br />"AN ORDINANCE REQUIRING TANKS KEPT ABOVE GROUND FOR THE STORAGE
<br />OF GASOLINE, OILS AND OTHER VOLATIVE LIQUIDS:AT BULK STORAGE
<br />PLANTS TO BE PROTECTED BY RE~AINING WALLS OR DIKES, AND PROVID-
<br />ING A PENALTY FOR THE VIOLATION HEREOF."

<br /> 5th - "Since the referendum petition relative to the o~iinance and the Virgi-
<br />nia Electric and Power Company con~ract has ~he required ~wenty per cent of the qualified vot-
<br />ers of the City, it is necessary for the Council to call an election.
<br /> This can be done by special election or in the regular election, within
<br />ninety d~y~. I recommend that the ~o~mcil call an election to be held ~simultaneously with ~he
<br />regular election on November 2nd. This will ~ave the City o~ver $1,000.00 ~ud will comply with
<br />the law."

<br />In cbnnection herewith, the following report was read:
<br />
<br /> "In reference to the petition of Bayard E. Jewelt and others presented to you
<br />in June, requesting that there be submitted to a vote the' question as to whether the ordinance
<br />passed by the City Council on May 25th, 1937, authorlzin~ thecontr, act with the Virginia Elec-
<br />tric and Power Company be repealed, I beg to say:
<br /> The petition appears .to have been sighed by electors equal in number to twenty
<br />per cent of the electors voting for Governor a~ the_las~ preceding gubernatorial election, and
<br />otherwise appears prime facia sufficient. While the charter provision under which the petition
<br />is presented is incomplete and lnconsiszent in ~many particulars, and zhe petition does not
<br />specifically s~a~e a pro, est against ~he ordinance and ask the City Oouncil to repeal the same,
<br />yet to give effec~ to the Charter ~mendment, I believe the Co~ueil should either repeal the
<br />ordinahce or submi~ it to a vote of the electors. If it is submitted to a vote of the elec -
<br />~ors this should be done at the general elec%i6n $o be held in November, which is within nine-
<br />ty days..
<br /> At ~ny such election the City Council is required ~o cause the ordinance to be
<br />printed, and the City Clerk is required ~o enclose a printed copy of the ordinance in an enve-
<br />lope wi~h a sample ballo~ and to mall the same to each qualified voter at least five days
<br />prior to ~he election.
<br /> Certain peculiar provisions are made in the charte~ provision for presenting
<br />~o the Clty Clerk for mailing with the sample ballot printed arguments for and against the
<br />dinance. Neither of the arguments s~all exceed two thousand words in length and shall be
<br />printed in a ~rm suitable ~or mailing as the Council may prescribe. The Council is not autho=
<br />rized $o expend any money belonging to the City for the formulation or printing of a~v argu -
<br />merit.

<br />AND FOR THE PURCHASE BY THE CITY FROM SAID COMPANY AND THE FUR-
<br />NISHING BY THE COMPANY TO SAID CITY OF ELECTRIC CUrrENT FOR ALL
<br />OF THE ELECTRICAL REQUIREMENTS OF THE CITY FOR MUNICIPAL
<br />POSES, AND TO AUTHORIZE AND DIRECT THE EXECUTION THEREOF ON BE-
