<br /> WHEREAS, a petition was filed with the City Council on June 22nd, 1937,
<br />seeking to have submitted to a vote of the electors of the 0ity~ under the orovisions of Chap-
<br />ter Ten of the City Charter, enacted by the General Assembly of Virginia on~ February 23, 1918,
<br />the question of repeal of said ordinance,
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth,
<br />Virginia, that there be submitted to the electors of the Oity at The next general election to
<br />be held on the second day of November, 1937~ the question of the repeal of said ordinance, and
<br />those favoring the repeal of the ordinance shall vote:
<br />

<br />
<br /> For The repeal of the ordinance passed by the Oity 0o%m¢il on Nay
<br />authorizing the contract with the Virginia Electric and Power Oompany.
<br />
<br /> And those opposing the repeal, of the ordinance, shall vote:
<br /> Against the repeal of said ordinance.
<br />
<br /> AND BE IT FURTHER RESOLVED that the Electori-al Board of the ~ity of Ports-
<br />mouth be requested to prepare the necessary ballots and have the Said questions presented te
<br />the electors of the City at such election, and that they have the vote properly canvassed and
<br />returned to the Clerk of the Court of Hustings for the Oity of Portsmouth as votes in other
<br />elections are canvassed and returned, and that proper record be made thereof and the results of
<br />the same be reported to this body."

<br />The following communication from the Oity Attorney ~as read:
<br />
<br /> "In reference to the petition of Ara~ie Eline for the relief of taxes assessed
<br />on the building number ~lO Chestnut St. rot 193~, I have investigated this matter and I find
<br />no building upon the land. From the best information I could obtain in the neighborhood, the
<br />building was removed prior to January l, 193~. The building was assessed at $100. Mrs. Kline
<br />should be refunded $1.25 paid on June 22, 1937, on the building for the first half of 193Y,
<br />and she should be relieved of $1.25 for the second half of this year~"
<br />
<br />Notion of Mrs Fox ~c concur in the Attorney's recommendation, was adopted.

<br />NEW BUSINESS
<br />
<br /> Bill of J. Shirley Hope, State Game Warden, for destroying 89 tagless dogs a~
<br />$2.50 each, totaling $222.50, was received.
<br />
<br /> On motion of Mr. Howard, the Treasurer was authorized to pay same from funds
<br />in hermhands f~om collection of Dog Taxes.
<br />
<br />The following letter was read:
<br />
<br /> "At a regular meeting of the Lions Club of Portsmouth, last Tuesday, Aug. lyth,
<br />a motion was passed as follows:
<br /> 'ThaZ the Oounsil of the City of Portsmouth be requested to pass an
<br /> ordinance requiring motorists zo give the Rightof Way to blind per-'
<br /> sons with whi~e canes at s~ree~ intersec~ions~
<br /> As you no doubt know, the Lions Club furnishes white canes with ~ed tips, the
<br />official cane for the blind, to both the white and colored blind of Portsmouth, for use in
<br />walking about the streets. An ordinance as above requested would be a h~lp in securing better
<br />consideration for our unfortunate blind in their endeavor to 'lo0k out for ~hemselves.
