UNFINISHED BUSINESS - The License Tax Ordinance placed on its first reading at the last meeting, was taken up and read: "AN OBDINANCE !NPOSING A LICENSE TAX FOR Tm CITY OF PORTSMOUTH, VIRGINIA, FOR THE YEAR BEGINNING NAY 1st, 1938" The Eanager recommended that the following be added to the ordinance: "Any License that is not pre-rated, shall not be trensferable"o On motion of Mr. Weiseman, the said ordinance, with the amendment offered by the City ~u~ager, was adopted, and by the following vote: Ayes: Leigh, Fox, Grimes, Howar&, Warren, Weiseman~ Wilson Nays: None Hutchins, Lawrence, The following ordinance, placed on ~ts first reading at last meeting, was taken up and, on motion of Mr. Hutchins, continued on table until the next meeting: "AN ORDINANCE _REGULATING THE INSTALLATION OF HEATING SYSTEMS IN THE CITY OF PORTSMOUTH" The follOWing ordinance, placed on its first reading at last meeting, was taken up: ,AN OBDINANCE PROVIDING FOR FREE INSPECTION BY THE ELECtRiCAL INSPECTOR. ~ On motion of Er. Hutchins, said ordinance was continued on table until next meeting. The following ordinance~ placed on its first reading at last meeting, was taken up: ORDINANCE PROVIDING FEES FOR INSPECTION BY THE PLUNB- ING INSPECTOR" Motion of Nrc Hutchins to continue on table until next meeting, was adopted. - NEW BUSINESS - Bill of J. Shirley Hope, State G~me Warden, for. destroying 99 tagless dogs at $~.50 each, totaling $~47.50, was read. On motion of Er. Hutch!ns, the Treasurer was authorized to pay s~me from funds in her hands from collection of Dog Taxes. The following letter was read~ e~d on motion of Hr. Weiseman, referred to the City Eanager. "we the colored Civic and Improvement League of Lee Ward, do petition~ re ~ quest and make ~oplication of your honorable bo0~ the City Coumcil of the City of Portsmouth, Va., for a far reaching ~ud long standing and much needed i~orovement in the colored section of Lee Ward. On the streets we have ditches instead of guttering and curbing in which a green slimy and polluted water which stsmds in these ditches most of the tLme. We also have the old surface water closets in the back yards, which is out of date in any city that have a population of less than ~5,000 people. The odor coming from these back yard water closets needs no explanation but speaks for itself in no undeniable terms. Under the above-mentioned conditions we are asking that the streets be curbed and guttered: e~so that sewage be installed in the above-named section. We hope that you~ honrable body the City Couhci!~ will grant these much needed re - quests for better health ~ud better living conditions.
