Fox that the report be received and placed on record, was <br /> <br />adopted. <br /> <br />UNFINISHED BUSINESS - <br /> <br /> The License Tax Ordinance placed on its first reading at the last meeting, <br />was taken up and read: <br /> <br />"AN OBDINANCE !NPOSING A LICENSE TAX FOR Tm CITY OF PORTSMOUTH, <br />VIRGINIA, FOR THE YEAR BEGINNING NAY 1st, 1938" <br /> <br />The Eanager recommended that the following be added to the ordinance: <br /> <br />"Any License that is not pre-rated, shall not be trensferable"o <br /> <br /> On motion of Mr. Weiseman, the said ordinance, with the amendment offered <br />by the City ~u~ager, was adopted, and by the following vote: <br /> <br />Ayes: Leigh, Fox, Grimes, Howar&, <br /> Warren, Weiseman~ Wilson <br />Nays: None <br /> <br />Hutchins, Lawrence, <br /> <br /> The following ordinance, placed on ~ts first reading at last meeting, was <br />taken up and, on motion of Mr. Hutchins, continued on table until the next meeting: <br /> <br />"AN ORDINANCE _REGULATING THE INSTALLATION OF HEATING <br />SYSTEMS IN THE CITY OF PORTSMOUTH" <br /> <br />The follOWing ordinance, placed on its first reading at last meeting, was <br /> <br />taken up: <br /> <br />,AN OBDINANCE PROVIDING FOR FREE INSPECTION BY THE <br />ELECtRiCAL INSPECTOR. ~ <br /> <br />On motion of Er. Hutchins, said ordinance was continued on table until next <br /> <br />meeting. <br /> <br />The following ordinance~ placed on its first reading at last meeting, was <br /> <br />taken up: <br /> <br /> ORDINANCE PROVIDING FEES FOR INSPECTION BY THE PLUNB- <br />ING INSPECTOR" <br /> <br />Motion of Nrc Hutchins to continue on table until next meeting, was adopted. <br /> <br />- NEW BUSINESS - <br /> <br /> Bill of J. Shirley Hope, State G~me Warden, for. destroying 99 tagless dogs <br />at $~.50 each, totaling $~47.50, was read. <br /> <br /> On motion of Er. Hutch!ns, the Treasurer was authorized to pay s~me from <br />funds in her hands from collection of Dog Taxes. <br /> <br />The following letter was read~ e~d on motion of Hr. Weiseman, referred to the <br /> <br />City Eanager. <br /> <br /> "we the colored Civic and Improvement League of Lee Ward, do petition~ re ~ <br />quest and make ~oplication of your honorable bo0~ the City Coumcil of the City of Portsmouth, <br />Va., for a far reaching ~ud long standing and much needed i~orovement in the colored section <br />of Lee Ward. On the streets we have ditches instead of guttering and curbing in which a <br />green slimy and polluted water which stsmds in these ditches most of the tLme. We also have <br />the old surface water closets in the back yards, which is out of date in any city that have <br />a population of less than ~5,000 people. <br /> The odor coming from these back yard water closets needs no explanation but <br />speaks for itself in no undeniable terms. Under the above-mentioned conditions we are asking <br />that the streets be curbed and guttered: e~so that sewage be installed in the above-named <br />section.
