<br />Minutes of reg-~iar meeting held March 8th, were re~d and ~oproved.

<br />The following communication from the City Manager was read:
<br />
<br /> "I have designated April as Clean-Up month, and I request authority to notify
<br />the people by press and through circular, if necessary.
<br /> I also request authority to furnish free lime for the purpose oD spr%ukling
<br />around the premises of any who are unable to 'm~y it.~
<br />

<br /> "The City Manager has designated April as Clean-Up month.
<br /> We want a cleaner, brighter and more healthful City in~hieh to
<br />live, and the appea~ is made to individual home-owners sad residents, both
<br />white and colored, to help beautify thezr own premis.es._
<br /> No one lives to ~imself, and the work each does to make his own
<br />house, yard and community more sanitary and mere '
<br /> ~leaszn~,_t~_~he eye, will
<br />benefit his neighbor as well. If a few citizens can catc~ ~nzs spirit of
<br />civic pride, it will become contagious and bythe end of the month, our
<br />City can be oroud of its ~opearance.
<br /> On ~ay 1st, an offzcial inspection of the City will ~e made b~ the
<br />City Manager and other officials, s.nd those who]~ave taken th~ Manager s
<br />suggestion and helped beautify Portsmouth, will receive his ~m~stinted praise
<br />and commendation, sad will also enjoy the privilege and satisfaction of liv-
<br />ing in e~ attractive comm~nityo
<br /> Property owners or reheats ~fno continue to allow their pr~mises to
<br />remain in an mu~anitary condition, will be summoned to court and farted for
<br />maintaining a n~issmce."

<br /> Motion of Mr. Hutchins to concur in the Manager's· recommendation and endorse
<br />the'inclosed statement, was adopted.

<br />The followi~g communication from the City Attorney was read:
<br />
<br /> "At your last meeting, you referred ~o me the Court Order directing assess-
<br />ment of the property 210, 212 and 21~ County St., belonging to F. O. Robertson and L.J. Hurst.
<br />The petition for the correction of the assessment was filed in due time, but by oversight,
<br />it was not transmitted to the City Council until last month. Mr. Robertson sz~d Mr. Hurst
<br />should be relieved of the following taxes:

<br />Motion of Mr. Hutchins to concur in the Attorney's recommendation, was
<br />
<br /> ~ne following report from the Civil Service Commission was read:
<br />
<br /> "The Commission wishes to make the following report of its activities since
<br /> its report of July l, 193Yo
<br /> The Co~mission has met each month in accordance with its rules and has held
<br />several special meetings in addition to its regular meetings. At a special meeting held on
<br />December 21st, at the request of the Fire and Police Departments, the Commission met with a
<br />committee of three from each department, and at the request of the Fire Department committee,
<br />the ~ommission agreed to change ~wo of their rules as it was shown the change would be of ben-
<br />efit to the Department,
<br /> On December 29th, upon invitation of Messrs. Cassell and Walton, the entire
<br />commission met with State Senator and both members of the House of Delegates, the City Manager,
<br />and a committee of three from the Police Department, and a like committee from the Fire Depart-
<br />ment. Several possible changes in legislation pertaining to Civil Service, were discussed. At
<br />the regular January meeting, the Commission c_~,ged three of their rules~ two as requested by
<br />the Fire Department and the third (Rule 16) pertaining to the eligible lists in both depart -
<br />merits. This r~tle was changed due to the fact that the eligible list as now standing was amole
<br />to meet any requirements in the near future, due to the fact that there has not been an appOint-
<br />ment in either Department, within the last year, and also due to the fact there are so many now
<br />eligible for a~pointment and promotion the Commission did not think it wise to put the City to
<br />the ex~pense of this vast ~mount of additional printing plus the ~ntold hardship on the men to
<br />have to take the examinations over again. At the February meeting, the Commission ha8. a eom -
<br />mittee of three from the Fire Department to wait upon them. There was strong protest from
<br />one member of the Committee abo~ the change in Rule 16 as mentioned above. This, however,
<br />came, more or less, as an individual objection as the other members of the Committee did not
<br />concur with him in his protest.
<br /> The changes of the rules became effective February l, 1938, ~ne Commission
<br />has endeavored to eo-mperate in every way possible with both departments and City Manager.
