March 26, 1996 <br /> <br /> a. Ordinance to appropriate $400,000 for a work <br />release/laundry facility for the City jail. <br /> <br /> b. Motion authorizing the City Manager to enter into a <br />contract with the lowest responsible bidder. <br /> <br /> "At the March 11, 1996 work session, City Council was <br />briefed on the option of constructing a work release/laundry <br />facility at the City Compound on Frederick Boulevard as a way <br />to provide some relief for the City Jail. This project was <br />advertised for bids on March 17, 1996 and the bid opening is <br />scheduled for April 2, 1996. The Director of Public Works <br />recommends a total'budget for this facility of $400,000. <br /> <br /> In order to avoid any delay in the award of the proposed <br />contract, I recommend appropriation of the $400,000 from the <br />Capital Improvements Fund. I also request Council's <br />authorization to enter into a contract with the lowest <br />responsible bidder provided that costs are within the <br />proposed budget. With your approval of this item, the <br />remaining balance Of bonds authorized, but not yet <br />appropriated will be $2,396,410~" <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Pitts, to adopt <br />the following ordinance, and was adopted by the following <br />vote: <br /> <br /> "AN ORDINA/~CE TO APPROPRIATE $400,000 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR CONSTRUCTION OF A WORK RELEASE/LAUNDRY <br />FACILITY ON FREDERICK BOULEVARD." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Clemons, to <br />enter into a contract with the lowest responsible bidder, <br />was adopted by the following vote: <br /> <br />and <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />96-117 - Letter from the City Manager recommending adoption <br />of an ordinance to appropriate $175,000 from the Capital <br />Improvements Fund, and a motion to increase the contract <br />awarded to Art-Ray Corporation by $175,000 for improvements <br />to the Cavalier Boulevard project. <br /> <br /> a. Ordinance to appropriate $175,000 for the Cavalier <br />Boulevard Project. <br /> <br /> b. Motion to increase contract awarded to Art-Ray <br />Corporation by $175,000. <br /> <br /> "At the February 27, 1996 Council meeting, approval was <br />received for the award of the contract for the piping of <br />Cavalier Boulevard. The award was based on an alternate <br />metal pipe which was bid along with concrete. Due to <br />potential problems identified with the alternate pipe, the <br />Director of Public Works recommends an increase in the amount <br />of the award to provide for the installation of the concrete <br />pipe option. The bid results are as shown on the attached <br />sheet. The cost increase was negotiated to $175,000 with the <br />low bidder, Art-Ray Corporation. <br /> <br /> I, therefore, recommend an appropriation in the amount <br />of $175,000 from the Capital Improvements Fund. The source <br />of funding for this appropriation will be a transfer from the <br />Stormwater Management Fund. An increase'of $175,000 to the <br />contract awarded to Art-Ray Corporation is also recommended.'" <br /> <br /> <br />
