<br />councilmen to the very dangerous hazard to health and life which ~xists right here in our neigh-

<br />seech you to cover this ditch or drain in some way to remedy this very unfavorable eondition
<br />which exists right here almost at our very door steps.

<br /> Permit me ~o say the facts are these, I, E~ Payne, have been out of business
<br />since 1931, when my store bu~aed down, and sihce that date, I have lived with Er. & Mrs. R.A.
<br />Culpepper, here at 1037 Holladay St., and have no property except the clothes I wear, I-make
<br />~v home here.
<br /> You will discover by looking on your that while I ran that store I did have
<br />some personal property SUCh as some cases valued at about" $50.00 snd each year I paid the~tax-
<br />es before I got my license to operate ~he.small store, Everything in the store besides my
<br />cases was owned by the one ~ho owned ~he store; this matter must be a mistake, as no one has
<br />been to see me to assess any personal property since the time I was in that store on Holladay
<br />St. ~ne amount herewith billed to me is the exact amount I was charged for the years I was in
<br />business, but I cannot see wh~v this bill s~iI1 comes to me for something I do not hsjve and
<br />have not had since 1931 the last year I paid taxes.
