At a regular meeting of the City Council, held on June l~th, 1938, at 8:00 P.M. <br />there were present: <br /> <br />John P. Leigh, Leslie T. Fox, George L. <br />chins, Frank D. Lawrence, O. E. W~ren, <br />and the 0ity Manager. <br /> <br />Grimes, James N.Howard, W. R. Hut- <br />H. Earl Weiseman, Pearle J. Wilson <br /> <br />Minutes of regalar meeting held on May 28th were read and ~oproved. <br /> <br />The following communications from the City Manager were read: <br /> <br /> 1st - "A committee representing the City Council, Board of Supervisors, 0ham- <br />bet of Commerce and civic organizations, appeared before the State Highway Commission, in <br />Richmond, on June 1st, and succeeded in getting the Commission to agree to widen the road <br />leading to Portsmouth, and also succeeded in getting the Commission to agree to eliminate at <br />the Portsmouth intersection, sign carrying the words "Ferry Toll", and at the intersection of <br />the new read the words "Free Bridge". <br /> We feel that these concessions by the Highway Commission will mean <br />many thousaud dollars each year to the patronage of the ferries. <br /> We-made Major Hillard Chairman of the Joint 0ommittee and he led the <br />fight, assisted by the City Manager, Mr. Hugh Johnston, Mr. George 0oleman and others. <br /> I would like to have the consent of the 0ouncil to write Major Hillard <br />a letter thanking him for leading this fight." <br /> <br />On motion filed. <br /> <br /> 2nd'- "We have bonds fslling due July 1st, amounting to $170,000.00. I recom- <br />mend that we request the Sinking Fund to pay these bonds when due. <br /> I have been in conference with the Sinking Fund Commissioners, and <br />they have agreed to do this." <br /> <br /> Motion of Mr. Hutohins to concur in the Manager's recommendation, w~s adopted. <br /> <br /> 3rd - "It was necessary to buy some office equipment~fer Grimes and Headquar- <br />ters Batteries of the Virginia National Guard, consisting of two desks and six chairs. <br /> We solicited bids and the lowest bid was that of Carnegie 0fficeAp - <br />pliance Company, $225.00. <br /> This equipment was badly needed, and I recommend, at this time, an ap- <br />propriation of $225.00 to cover cost of same." <br /> <br /> On motion of Mr. Weiseman, the Mansgerts recommendation was concurred in, <br />an appropriation of $225.00 was made, for the purpose, and by the following vote: <br /> <br />Ayes: Leigh, Fox, Grimes, Howard, <br /> Warren, Weiseman, Wilson <br />Nays: None <br /> <br />Hutchins, Lawrence, <br /> <br />and <br /> <br />ly rebuild the <br /> <br />next meeting. <br /> <br /> ~th - "We found it necessary, two or three months ago, to reline and partial- <br />incinerator furnaces. <br /> This work has been done at a cost of $1,686.O0. <br /> I request an appropriation of this amount at this time." <br /> <br />On motion of Mr. Fox, the s~0propriation of $1,686.00 was laid on table until <br /> <br /> 5th - "I have had seventy-five abandoned, deteriorated structures valued, by <br />three disinterested men. <br /> The cost of this appraisal was $60.00° I request an appropriation of <br />$60.00 to cover this work. <br /> After These dil~oidated structures have been condemned by the Building <br />Inspector, Sanitary Inspector and Chief cf the Fire Prevention Bureau, the owners will be no - <br />tified to either rehabilitate er demolish them. Should they neglect, or faiI to do one or the <br />other, ~he City will take each one of them down'and pay the owner the amount for which it was <br />appraised by the t~nree disinterested appraisers. Many of them were appraised as having no <br />value~" <br /> <br /> Motion of Mr. Fox to concur in the Namager's recommendation and to appropriate <br />$60.00 for the pux~ose, was adopted. <br /> <br />The followLug resolutioh was presented: <br /> <br /> "~HEREAS, the City of Portsmouth is desirous of improving <br />and ex~ending drainage facilities and appurtenant work fo~the pub- <br />pose of controlling mosquitoe and disease breeding areas in co -oper- <br />a, ion with the Works Progress Administration (under project number <br />~65-31-2-202) and, <br /> WHEREAS, The Bureau of Health of the Department of Public <br />Welfare has the general police power to enter upon private property <br />to abate any nuisance affecting the health and welfare of the people, <br /> NOW, THEREFORE, Be it Resolved that the City Council in reg- <br />ular meeting assembled agrees that the City of Portsmouth will assume <br />obligation for any damages done to private property which may cccmr <br />i~ the ~rosecution of the above-mentioned project and that. in_no, way <br />will the Works Progress Administration be held responsible for same." <br /> <br /> <br />
