Powell, Jr., and Henry W. Anderson, as Receivers of Seaboard Air Line Railway Company, and the City of Portsmouth, Virginia, made and entered into agreement in writing with respect to the installation, mainte~ nance and operation of ~ line of 8 inch cast iron sewer pipe under the property ~nd tracks of said Railway Company in Portsmouth, Virginia, extending from the north side of ~outh St. Road at the intersection of Atlanta Ave. with said SouthSt. Road in a northerly directio~ to said Railway Oompany's northerly right of way or prooerty line which ~is 50 feet from the center of said Railway Company's main traok, which contra~t was executed on behalf of said Receivers by W. D. Paucette, Chief Engineer, and on behalf of the City by Charles ~. Har~er, City Manager, and L. C. Brinson, City Clerk. BE IT RESOLVED that the action of Charles F. Harper, City ~Ian' ager, and L. C.
