Earl weisem~n, Pearle J. <br /> <br />Minutes of regular meeting held October 25th were read and approved. <br /> <br />The following com~nunications from the City Manager were read: <br /> <br /> 1st "I hereby request an appropriation of $120.O0, to pay Clerk-to the <br />City Attorney, for two months, ending December lst." <br /> <br /> Motion of Mr. Grimes to concur in the Manager's request, and to appropriate <br />$120.00 for said purpose, was adopted, and by the following vote: <br /> <br /> A~ves: Leigh, Fox, Grimes, Howard, Hu~ehins, Lawrence, Warren <br /> Weiseman, Wilson <br /> Nays: None <br /> <br /> 2nd - ,The Slum Clearsnce Committee requests a conference with the Council. <br /> I suggest that we meet with~h~m in ~nort session, next Tuesde~ eve- <br />ning, November 15th, at 8:00 o'clock." <br /> <br /> Motion ef Mr. Weiseman to meet Tuesday, November 15th, at 8:00 P.M., for <br />conference with'the Slum Clearance Committee, was adopted. <br /> <br /> 3rd - "In accordance with the resolution passed at your last meeting, I ad- <br />vertised two lots of land on the south side of Glasgow St., between Middle and Crawford ets., <br />for ten days, in the Portsmouth Star, and sold the same at public auction on Monday, November <br />7th~ 1938, in front of the Court House of this City. Mrs. Thresa Blair Allen was the highest <br />bidder for the eastern lot at the price ef $250.'00 and Mr. Joe Tretola was the highest bidder <br />for the western lot at the price of $250.00. I recommend that the sale be confirmed and that <br />the proper officers of the City be instructedLto execute the necessary deeds." <br /> <br /> Motion of Mr. Hutchins to concur in ~he Manager's reco~uendation, was adopt- <br />ed, and by the following vote: <br /> <br />Ayes: Leigh, Fox, <br /> Weisem~, <br />- s' None <br />Nay . <br /> <br />Grimes, Howard, Hutohins, Lawrence, Warren, <br />Wilson <br /> <br />doted filed. <br /> <br /> 4th - ~Last Thursday, November 3rd, a delegation from the City and County, <br />led by Senator Hillard a~d Mr. B. B. Ferguson~ appeared before the State Highway~Commission, <br />urging a mere direct and broader hig~ay, coming into Portsmouth from the west. <br /> The State Highway Commission has provZded grand~bouleva~ds leading <br />into most of the~cities in Virginia, some much smaller than Portsmouth. <br /> I feel that we should pass a resolution urging the Highway Commis- <br />sion to comply with the request of the ~ity and County delegation referred to above. I here- <br />with attach copy of resolution which I believe we should pass at this time." <br /> *Page 142 <br /> Motion of ~. Hutehins to c~ncur in the Mamager's recommendation, was adopted <br /> <br /> Report of the City Collector for the month of October, was received and or - <br /> <br /> Repor~ of the Accounting Department for the month of October, was received <br />and ordered filed. <br /> <br />The following communication from theOity Attorney was read: <br /> <br /> "i recently sold the follOwing property for the non-payment of taxes, and it <br />will be necessary to relievethe balance ef the taxes in the City Collector's office in order <br />to comply with the court orders. <br />1. Property, 301 Broad Street assessed to Matthew L. Eggleston. This <br />~roperty sold for $1,000.00 and after paying court cost and expenses of sale amounting to . <br /> 105.96, the balance of the fund was applied to taxes, all taxes were paid except a portion <br />of 193~ and 193~. The purchaser is due to pay 2 1/3 months of 19~8 taxes. The following <br />amounts with interest and penalties were relieved by the court and should be relieved in the <br />office of the City Collector, namely 1937, first-half $10.63, second half $3~.75; 1938, first <br />half $38.75, second half $23.68. <br /> 2. Property lle-ll9 #830 Riverview Ave., assessed to W.F. May, and 117 <br />W.$. Riverview Ave., assessed to Lillian A. May. This proper~y sold for $750.00 and ~fter <br />paying court cost, and expenses of sale amounting ~o $135.98, the balance of the fund was ~o- <br />plied to taxes. The purchaser Should pay $5-75 on the first half of 1938, and all of the se- <br />cond half of 1938 taxes. The following amouhts with interest and penalties charged in the of- <br />lice of the City Collector should be relieved. <br /> A. In the name of W. P.
