Hatchell, <br /> 1903 Prentis Ave., Ports.u <br /> <br /> The following letter was read, and on motion of Mr. Weiseman~ referred ~o the <br />City Manager: <br /> <br /> "I have been having difficulty 'in securing executions in Sour Civil and Police <br />courts on Judgments obtained for some of my clients. I usually hate to wait from three tO five <br />days before the Clerkcan issue my execution. It ~opears ttlat he has more work then one man <br />can do a~d that is the reason he can not issue executions any sooner. <br /> In ell other courts in this vicinity, an execution can be secured the same day <br />the Judgment is secured. As a matter of fact, you can secure the execution five minutes after <br />the Judgment is rendered. Ordinarily in the collection of these Judgments it is necessary t~at <br />qu~ck action be instituted and if a delay is occasioned by having to wait several days, the <br />creditor looses the opportunity of ~ollecting his Judgment and that is the reason it is impor- <br />tant that we be able to secure exec~utions the same day that Judgment is rendered, particularly <br />when I pay for them at the ~ime that Ju~dgnent is secured. Unless this situation is remedied, <br />it will be useless to use your Court for the purioose of enforcing payment of accounts and that <br />will mean that your City will lose ~ certain amount of revenue. <br /> It is my understauding that your Court is a well paying p~Oposition and you <br />therefore can afford to furnish an assistant to the Clerk, to relieve him of some of his du - <br />ties, and I heartily recommend that you supply an assistant for that court. It is my further <br />u~derstanding ~hat years ago when you had a lady Clerk that she had an assistsnt, but she was <br />not burdened with the duties of the present Clerk, still she had an assistant, and the present <br />Clerk is clerk of three different courts, and he hasno assistant. <br /> My clients in your City de~kud quick action on the collection of their ae - <br />counts s~d I can ~ot give them theft action unless I am able to secure executions the same day <br />that Judgments are rendered. Hill & Company's audit report of the ferry books and acco_unts, <br />for the month of September, was received and ordered filed. <br /> <br />On motion adjourned. <br /> <br />Approved - <br /> <br /> esident. <br /> <br />Clerk. <br /> <br />*Resolution <br /> <br /> ,WHEREAS, the rapid g~o~ of 'the use of the State Highway Ros~ <br />System has made the locatioa of these roads of economic importance to <br />ties and cities, and <br /> WHEREAS, the citizens of portsmouth and its environs have no <br />direct route to the northern or western~art of the State, and must now use <br />existing State Highways leading in a'southerly direction for cormiderable dis- <br />te~ce before being .able to go in the direstion of their destination, thereby <br />considerably increasing the mileage traveled end. incurring a loss of time, <br />and <br /> furthe~m°re'WHEREAS, the maintenance of safety for the large amcunt <br />traffic using highways to this section requires that additional ~ads be pro- <br />vided in direct~ westerly and northerly directionsfrom Portsmouth, and <br /> WHEREAS, the roads designated as Route #17 and Route #58 en - <br />toting Portsmouth are now inadequate in width and improvements to take care.of <br />the traffic in a safe manner~ <br /> NOW, THEREFOP~ BE IT RESOLVED that the City Council of the <br />City of Portsmouth urge upon the Virginia State Highway Commission the importance <br />of providing Portsmouth audits environs with a d.irect west and north route and <br />the necessity of Im~ediately making the improvements to routes 17 and 58 as out- <br />lined by citizens of this vicinity in the hearing held by the Co~ission on <br />November 3rd." <br /> <br /> <br />
