4-.30 <br /> <br />April 9, 1996 <br /> <br /> At a Regular Meeting of the City Council held on <br />Tuesday, April 9, 1996, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, Sr., James C. Hawks, James T. Martin, <br />Ca~eron C. Pitts, P. Ward Robinett, Jr., Ronald W. Massie, <br />City Manager, G. Timothy Oksman, City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order a~d welcomed all <br />in attendance. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Griffin, to <br />approve the minutes of a Called Meeting on March 19, 1996; a <br />Called Meeting on March 25, 1996; a Called Meeting on March <br />26, 1996; a Regular Meeting on March 26, 1996, with a <br />correction of the vote on agenda item 96-121, and was adopted <br />by unanimous vote. <br /> <br />96-129 Proclamation presented to Adelaide Eberly and <br />Charlotte Whitehurst for "Arbor Day." <br /> <br />96-130 Proclamation presented to Capt. Alice Holmes and <br />9gt. Tom Bradley for "Telecormuunieators Week." <br /> <br />96-131 - Proclamation presented to Rabbi Arthur Steinburg for <br />"Days of Remembrance for the Victims of the Holocaust." <br /> <br />96-132 - Presentation of special lapel pins to newly <br />appointed Boards and Commissions meaubers. <br /> <br />96-133 - Non-Agenda Speakers <br /> <br />1. Rev. Joe Fleming, ~1 Harbor Court, spoke on harassment by <br />Police Officers. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Griffin, to <br />suspend the rules of order to allow Rev. Fleming five <br />additional minutes to speak, and was adopted bY unanimous <br />vote. <br /> <br />2. Lloyd Beasley, 3186 Reese Drive, spoke on the 3-2-1 <br />retirement package for the Police and Fire Department. <br /> <br />3. Elijah Sharp, 702 Hancock Avenue, spoke on three left-hand <br />turn signs at various locations, and a drop zone on Cavalier <br />Boulevard. <br /> <br />4. J. Brewer Moore, 308 Bobby Jones Drive, spoke on early <br />retirement for City employees. <br /> <br /> PUBLIC HEARINGS - <br /> <br />96-134 Public hearing on the City's Operating Budget and <br />Tax Rates for Fiscal Year ending June 30, 1997 and a rate <br />change in the charges for Collection of refuse. <br /> <br />1. The Honorable William Moore, 5907 West Norfolk Road, <br />requested full funding of School Board budget. <br /> <br />2. J. Thomas Benn, 115 West Road, requested full funding of <br />School Board budget. <br /> <br />3. Bernice Davis, 2351 Elliott Avenue, requested continued <br />funding for Endependence Center. <br /> <br /> <br />
