Pearline Harmon, 3905 Long Point Boulevard, spoke on <br />funding for a new expanded Churchland Library. <br /> <br />6. Regina Alexander DeBusk, 3550 Western Branch Boulevard, <br />spoke in opposition to the proposed increased cigarette tax. <br /> <br />7. Lloyd Beasley, 3186 Reese Drive, spoke on additional <br />funding for various positions within the Fire Department. <br /> <br />8. Willard Stanback, 1415 Ellington Square, forwarded the <br />recommendation of the Municipal Finance Commission on the <br />proposed Operating Budget. <br /> <br />9. T. R. Price, 4012 Timberland Drive, spoke in opposition to <br />the proposed cigarette tax. <br /> <br />10. Mickie Nance, 114 Lamper Road, spoke in opposition to the <br />proposed cigarette tax. <br /> <br />11. Ann White-Guertin, P.O. Box 1183, requested funding for <br />PARC Place Shelter. <br /> <br />12. Roger Reinhold, 2045 Ames Circle N., Chesapeake, spoke on <br />the proposed stormwater fee. <br /> <br />Unfinished Business - <br /> <br />96-101 Letter from the City Manager recommending adoption <br />of a motion requesting City Council's approval of a project <br />administration agreement with the Virginia Department of <br />Transportation (VDOT). <br /> <br /> b. Motion to approve a project administration agreement <br />with VDOT for design improvements to West Norfolk Road from <br />Churchland Boulevard to Cedar Lane as a two-lane road, <br />deferred from the regular City Council meeting on March 12, <br />1996. <br /> <br /> "Included in the Virginia Department of Transportation's <br />(VDOT) Six Year Improvement Plan, as an Urban Highway <br />Project, are improvements to West Norfolk Road from <br />Churchland Boulevard to Cedar Lane. At the March 12, 1996 <br />City Council meeting, you requested deferral of this item in <br />order to receive an estimate on the cost of preliminary <br />design and to confirm the scope of the project, including <br />sidewalks. <br /> <br /> A staff presentation on this project will be made during <br />the April 9, 1996 meeting to provide you with the information <br />you requested." <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Robinett, to <br />approve a project administration agreement with the Virginia <br />Department of Transportation (VDOT), and was adopted by the <br />following vote: <br /> <br />Ayes: Clemons, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> (Councilman Griffin was absent during vote) <br /> <br />CITY MANAGER'S REPORT - <br /> <br />96-135 - Letter from the City Manager recOmmending adoption <br />of an ordinance to close a portion of Old Bickford Parkway <br />between ToWne Point Road and Bickford Lane. <br /> <br /> <br />
