ADril 9, 1996 4. Eddie Butler, 5632 Gregory Court, requested continued funding for Endependence Center. 5. Pearline Harmon, 3905 Long Point Boulevard, spoke on funding for a new expanded Churchland Library. 6. Regina Alexander DeBusk, 3550 Western Branch Boulevard, spoke in opposition to the proposed increased cigarette tax. 7. Lloyd Beasley, 3186 Reese Drive, spoke on additional funding for various positions within the Fire Department. 8. Willard Stanback, 1415 Ellington Square, forwarded the recommendation of the Municipal Finance Commission on the proposed Operating Budget. 9. T. R. Price, 4012 Timberland Drive, spoke in opposition to the proposed cigarette tax. 10. Mickie Nance, 114 Lamper Road, spoke in opposition to the proposed cigarette tax. 11. Ann White-Guertin, P.O. Box 1183, requested funding for PARC Place Shelter. 12. Roger Reinhold, 2045 Ames Circle N., Chesapeake, spoke on the proposed stormwater fee. Unfinished Business - 96-101 Letter from the City Manager recommending adoption of a motion requesting City Council's approval of a project administration agreement with the Virginia Department of Transportation (VDOT). b. Motion to approve a project administration agreement with VDOT for design improvements to West Norfolk Road from Churchland Boulevard to Cedar Lane as a two-lane road, deferred from the regular City Council meeting on March 12, 1996. "Included in the Virginia Department of Transportation's (VDOT) Six Year Improvement Plan, as an Urban Highway Project, are improvements to West Norfolk Road from Churchland Boulevard to Cedar Lane. At the March 12, 1996 City Council meeting, you requested deferral of this item in order to receive an estimate on the cost of preliminary design and to confirm the scope of the project, including sidewalks. A staff presentation on this project will be made during the April 9, 1996 meeting to provide you with the information you requested." Motion by Mr. Clemons, and seconded by Mr. Robinett, to approve a project administration agreement with the Virginia Department of Transportation (VDOT), and was adopted by the following vote: Ayes: Clemons, Hawks, Martin, Pitts, Robinett, Webb Nays: None (Councilman Griffin was absent during vote) CITY MANAGER'S REPORT - 96-135 - Letter from the City Manager recOmmending adoption of an ordinance to close a portion of Old Bickford Parkway between ToWne Point Road and Bickford Lane.
