<br />urer was authorized to pay ss~e from funds in her ~hands from collection of Dog Taxes.

<br /> "I sm instructed by Portsmouth Lodge 441 I.A. of M. to protest She action of
<br />your Superintendent of Ferries, ~r. Fre~nd, in concluding a cash settlement with one of our
<br />former ferry employees, who acted as strike breaker in the labor trouble of recent date, also
<br />his action Lu pensioning snother former employee who was guilty icl the same action, it is un-
<br />derstood that this was done without consulting the Joint Board. This organization of 946 cit-
<br />izens of this community feel that in so doing he exceeded his authority and at the same time
<br />put those members of your body who are friendly to organized labor, in a bad light.
