The following letter was read: "~ne Portsmouth District Committee-of Tidewater Co-~ucil Boy Scouts of America leased the CityAuditorium for the evening of February llth, 1939, for the puroose of ho!ding~ an indoor rally mad armual court of honor, and. oaid to. W.L. Davis,Supt., $15.b0 rental there for. The meeting was attended by all members of the Boy Scout or~muization, and their parents and friends. The Boy Scouts o~ America is a voluntary non-profit association, having as its purpose the character building of the boys of Portsmouth. The Portsmouth district is ex- tremely limited in funds, all of which are obtained by voluntary subscriptions from Port~mouth citizens mad as no ~mission charge was made, the ~enta! of the at~.itorium would have to be tsken from our regular budget, in which no provisLon is made for such expense° The undersigned for the Portsmo,mth District Committee of Tidewater Council Boy ~oo~ts of America, respectfully request the CLty Co~cil of th6 C_ ~ ~ortsmouth to re ~ fund to the District Committee the $15o00 paid for tbs rental of the City Auditorium for the evening of February llth, 1939o ~espect~ull~ s u]2~_, t Ohairman Vice Cb~.irmsn (Signed) Robert D. Hill & Comp_muy for auditing the ferry books end acco~ts for December, 1938, was received .and ordered filed. Motion of Mr. Howard that the Co~ncil' go on record ~s approvLug a ban on the sale of wine and beer from Saturday at 12:00 midnight to six A.M., the following Monday, mud t_hat the City Attorn?y present an ordinance to co-~er smmeo substitute motion by Mr. Lawrence~ to lay Er. Howard's motion on tsfole and to instruct the City Ms%~ager to make provision to call an election on same. The privilege of the floor was granted to anyone interested mad Rev. W.L.
