<br />lodge at a regular stated meeting held Tuesday, April 4th, 1939.
<br /> It is hoped that the resolution will be given favorable consideration, as we
<br />feel that there is a real need in this city for proper and adequately supervised playgrounds.

<br /> "WHEREAS, a part of the civic and community welfare program of the Lodges
<br /> prisihg the Loyal Order ef Moose, throughout the United States, a playground program is being
<br /> sponsored, in which the se~eral separate units of the Moose are asked to interest themselves
<br /> in either the establishment or equipment of the playgrounds or of one playground, according to
<br /> the financial ability of the separate lodge, ~and,
<br /> WHEREAS, at Mooseheart, an institution maintained by the combined Moose
<br />Lodges, for the children of' deceased members of the order, a model playground is-being built,
<br />under the supervision of the foremost experts in this sort of endeavor, which playground, in
<br />addition to its usefulness as a playground is intended to'be a guide for the erection of simi-
<br />lar playgrounds, for the cities throughout the country, and
<br /> WHEREAS, in keeping with the spirit of this program, it was the desire of
<br />Portsmouth Lodge Number 893, Loyal Order of Moose to participate in this program and render
<br />whatever assistance possible toward~the establishment and/or-equipment of playgrounds in the
<br />City of Portsmouth, Virginia, and
<br /> WHEREAS, a committee was appointed to investigate the needs of the nlaygroun~
<br />in the said City of Portsmouth, yirginia, and to determine how the Portsmouth Lodge m~ght as -
<br />sist in establishing and equipping same, to the end that the same might be satisfactorily and
<br />properly operated, and
<br /> WHEREAS, the said Commi-ttee investigated and reported to the said lodge on
<br />~uesday, April ~, 1939, that there were approximately six (6) playground sites, selected or ac-
<br />quired for playgrounds in ~he entire City of Portsmouth, Virginia; that during the year 1938,
<br />the playgrounds then operated were supervised by men or boys attending college and connected
<br />with the athletic activities in college; that supervision by people who were supervising the
<br />athletic activities of the schools in the school system of the City of Portsmouth, were avail-
<br />able only at an increased cost and could not be obtained last year because of insufficient ap-
<br />propriation by ~he City Council of the City of Portsmouth, Virginia, for the purpose of super-
<br />vision of said Playgrounds; that playgrounds in other cities throughout the United States are
<br />supervised by qualified athletic directors, connected with the athletic dep'artments of their
<br />school systems; that these directors are adequately paid for their services throughout the
<br />playground seal. ohs; that the playgrounds are maintained successfully and ooerated as a real ben.
