<br /> NOW, THEREFORE, BE IT RESOLVED by Lodge Number 898, Loyal Order of Noose of
<br />the City of Portsmouth, Virgi~nia, that the report and recommendations of the l~laT_g?ound Com-
<br />mittee, as outlined above an~ at the. meeting of the Lodge, held on Tuesday, April 4, 1939, be
<br />and the same are hereby adopted as the sentiment of the said lodge; that a copy of the same
<br />be spread upon the mir~mtes of the Lodge; and that a copy of the same be sent to the City Coun-
<br />cil of the City of 2~smouth, Virginia, and that the City Council be;requested to take proper
<br />action which will look toward the providing of playgrounds, supervision and equipment, re -
<br />quested in the said report and resolution, and t_hat the City Council be requested-to appropri-
<br />ate the necessary money for the said purposes.

<br />the streets ef portsmouth to sell tags on Saturday, May 13th. The proceeds will be used to
<br />meet a mortgage note on our school.

<br /> Bill of J. Shirley Hope, State Game Warden, for destroying 87 tagless dogs,
<br />at $2.50 each, totaling $217.50, was presented, and on motion of Mr. Howard, the Treasurer
<br />was authorized to pay same from funds in her hands from collection of Dog Taxes.

<br />The following letter was read, and on motion of Mr Weiseman, referred to the

<br /> "The City of portsmouth has instituted suit in the Court of Hustings for the
<br />City of Portsmouth~ Virginia, seeking to have sold for delinquent taxes, certain property
<br />which was sold by the undersigned to Hardin Nassie by deed dated Earch 25, 1938, and duly re-
<br />corded in the Clerk's office of the said Hustings Court in Deed Book tYO-A at page . In ad~
<br />di~ion to seeking to have the property sold in the said suit, the City of Portsmouth is seek -
<br />ing for a defieiem~y ~udgme~t against the Norfolk Warehouse Corporation in the event that the
<br />proper~y in question does not sell for a sufficient sum to pay the amount of the delinquent
<br />and current taxes, a~d the costs of the sui~o
<br /> Feeling that this property is of no value and is a source of liability as a
<br />tax burden ~o the owner of the fee and the holder of the mortgage thereon, rather than of any
<br />positive value, we hereby offer to release the lien created by deed of trus~ from Hardin Mas-
<br />sie to John B. Jenkins, Jr., Trustee, da~ed March 25, 1938 and of record in said Clerk's of -
<br />fice in Deed Book 120 A at page 13~, which is given to secure the purchase money motes paid
<br />for the said property, which are each and every one held by. the undersigned; provided the
<br />City of Portsmouth will release and discharge all persons whom it seeks to hold liable for the
<br />delinquent taxes and current taxes on the property in question a~d pay the costs thus far ac -
<br />crued in the above-mentioned suit.
<br /> This offer is made with the understanding that Mr. Hardin Massie will offer
<br />to convey the property to you for ~he s~me consideration, ~. e. a release and acquittal of any
<br />and all delinquent and current tax liability on the said lots and the paymen~ by the City of
<br />Portsmouth of the costs of the suit in question thus far accrued.

<br />City of Portsmouth seeks to have sold certain property which I purchased fr~m the Norfolk Ware~
<br />house Corporation by deed dated the 25th day of March 1938 ~ recorded in the Clerk's office
<br />of the said Hustings Court for the City of Portsmouth Virginia, in Deed Book llO-A at page
<br />to which deed reference is made for the description of the laud referred to and for the full
<br />particulars of said deed, to satisfy the delinquent taxes upon the said land and to obtain a
<br />deficiency Judgment against those liWole for the taxes in the event the property .fails to sell
<br />for a sum s~mffieient to pay the said taxes and all the costs of the said suit.
<br /> I hereby offer to convey to the City of Portsmouth by a good and sufficient
