189

5th ~ "To avoid changLug the plans-of the stadium and thus cutting the seatm
ing capacity approximately three hundred, it was necessary to buy an additional twenty seven
feet, fronting on t~he north side of Q~z~en Street.
Nr~ Barotay~ the-City Attorney~ ~ao. negotiated with the o~mers, was
informed th~.~ they would not accept t~ss-~han $1,OOOAOO. The actual ~value of the land does
not exceed $400°00, but the damage to the dwelling next door by the high wall of the ~tadium
would be considerable~ ~

I did not feel that Mr. Barclay and ! should take the full respon'si-
bility, so I called in consultation the gentlemen Eho have consented to serve as an advisory
¢o~mittee while the stadium is being built ~ Mayor Leigh, Mr; Fox~ Mr. ~illett~ Mr~ Lawrence
and Mr. Rappoport. Th~s committee made a visit to the ground a~d viewed the location~ and
recommended t~at the Oity buy t~e twenty seven feet at the price mentioned. No appropriation
is necessary, as the money is paid out of td~e stadium bend issue, but I felt that the Council
should be kept informed. So far, the progress of the work in building the stadium has been
slow~ but we hope to speed it up from ~w one~

On motion ordered filed.

6th -' ~I had a conference with the committee aooointed by the Democratic Ex~
ecutive 0on~mittee, and we have agreed as to their request as-to-~oting places in ~he three
wards - Marshall, Jefferson and Lee°
We can not gr~n~, their request as to printing the addresses of the
voters in the City, at t~his time, for ~wo reasons:
1st = The request comes too late to have it done before the next
election.
2nd ~ TD~ cost would be between four and five hundred dollars~
s~ud we have $o money available that we could use at this
time, without borrowing it.
I told the committee that if our collections were satisfactory during
the year, we might be able to make provision for it in our next budget. The Oity spent between
four and five hundred dollars having the registration books ~e--~itten in most of the wards
during the last twelve months ~"

On motion ordered filed.

?th- "At the last meeting of the Council, the problem of-issuing permits
for bill boards in the City was l~id on the table.
I recommend that action be taken at this meeting, in order that the
Manager may have a definite-resolution from the Council for his guidance in the future. ·

The request of W~ We Vellines for certain bill boards, laid on table at last
meeting, was taken up and road* la connection therewith~ ~the following letter was read:

"Ue~ the Monroe Ward Civic and Social Club in Joint session with the Monroe
Ward Garden Club and the Shoe's Terrace Garden Club adopted a resolution opposing the proposed
erection of the billboard on High St., between Western Branch. Road and 9th Ave., the applica-
tion for Ehich was submitted to th~ Oity Council on May 9th~ 1939.
This point of proposed erection is where six streets intersect and at certain
times of the day one of the most dsmgerous intersectio~ in ~he City° Therefore, if thiz ap -
plication be granted, it would impair the vision of approaching motorists and i~ this ~ay con -
tribute to any acciden~ that might occ~ t~erefrom placing any and all persons instrumental
therein Justly responsible ~. a position we feel certain that neither of you gentlemen feel
ready to aesume.
It is with ~his view i~ mind that we implore you to refuse the application
for the erection of this particular billboard.
Very t~ly yours~

Eiton F. Hund!ey, Ocr. Sec.~

The privilege of the floor was granted anyone interested*

Mr. Harry Cuthrie!l spoke for and Mrs. Triplett spoke against.

Motion of Er.
