<br /> ~h~le discussing th.e matter, it developed t~kat the suggestion has been made by
<br />a n~mm~oe~ of disinterested citizens that, in vi~ew of the nature of the Corps and the ~act that
<br />it has won highest State honors in its c~lass evez~y year exceptions, the City of Portsmouth
<br />might welcome the o-oportunity to recognize the orgs_uization in some concrete and substantial
<br />manner. It is hardly necessary to recount here_ the many times the Corps has s~veared locally
<br />under auspices of various organizations, the only instances where payment was accepted being
<br />those involving purely partisan ~oonsorship.
<br /> Needless to say, the Post, and particularly the members of the Drum and Bugle
<br />Coz/os, would esteem more nmgnl~ than any prize or honor yet won, a set of Flags presented by
<br />the City as a token of appreciation for the work of the organization during t~e past ten years.
<br />Such a gift would also serve as an added inspiration for rupture efforts of the Drum and Bugle
<br />Co~os, its new appearance away from home being in defense of the Senior Ch_ampionship Trophy
<br />at the State Convention to be held in Roanoke June 16th through 19th.
<br /> The V.F.W. official set of the Post Colors, properly lettered in C-old on both
<br />sides is listed at $140.O0. If the City is interested in considering the matter kindly, list
<br />it for discussion at the earliest meeting of Council advising the result thereof as promptly
<br />as possible, since purchase of the Colors can not be delayed much longer.

<br /> ~'At a meeting of the Portsmouth Contractors' Association, Incorporated, of the
<br />City of Portsmoutk~ Virginia, held in th~ Commercial Building, in said City, on the 1st day
<br />of April, 1940, a quorum being then and there present, the following resolutions were proposed
<br />smd adopted:
<br /> ~HEREAS, the Portsmouth Contractors' Association of Portsmouth, Virginia,
<br />feels that due to the increased amount of constrnction work being performed in and ~oout the
<br />City of Portsmouth, that better building practices would be followed if the City of Portsmouth
<br />would provide a minimum construction requirement for commercial and residential work; and
<br />
<br /> WHEREAS, it has been brough% to the attention of the association tP~t employ-
<br />ees of t~e Navy Yard, and other brsnches of the Navy Yard, and cther branches of the Gov'ernment
<br />service~ are performing work in the building Drades in the City of Portsmouth~;~.ch as paintin~
<br />carpentry, plumbing, electrical work, etc., in competition to the legitimate contractor and
<br />sub-contractor, during their leave of absence, with pay; also at night and on holidays; and
<br />that such employees are not licensed contractors, and obtain no permit for the work they ocr -
<br />form;_

<br />NO~, THEREFORE, BE IT HESOLVED, AS FOLLOWS:
<br />
<br /> FiRST~ That the City of Portsmouth be asked to 9doot a building code pattern~
<br />ed somewhat along the lines of that required by F.H.A., or the building code of the City of
<br />Norfolk, as this Association feels that this would be beneficial to the City, the property own~
<br />er and mortgagor, who are me~king it possible for a ls_~ge amount of the new building being per -
<br />formed, and also as it ~s come to our ~ttention that in quite_a n~ber of instances ~hat the
<br />practices that are employed by builders in some instsm_ces are deplorable, as f~r as structural
<br />soundness is concerned.
<br />
<br /> SECOND: That a more rigid insp?ction be enforced, requiring at least three
<br />inspections of all buildings; s tarring with the foundation before any concrete is poured, the
<br />second inspection to be made before plastering is applied, and the last inspection to be at
<br />completion of building.
<br />
<br /> THIRD: That the ~_eang Code tn~ City be printed in a small booklet for~
<br />and that eaeh contractor and sub-contractor be required to purchase one at the time 2hey obtai~
<br />their license.
<br />
<br /> FOURTH: That the tice~e law be enforced more rigidly, and that each smd
<br />every person performing e~uy work that amounts to more than $25°00 be required to show his li -
<br />cense, or the Building Insoector hav? knowledge of same before he is issued a permit~ and
<br />that each person be requi~ed to. obtazn a permit for each Job amomuting to more th~u $25.00, as
<br />it has come to the attention o~.the Association that men employed in Government service and
<br />other private enterprises~ are performing painting, plumbing~ electricsl work, etc., during
<br />their leave of absence, who are not licensed to perform'such work, and obtain no permits, do
<br />not have State license or pay Social Security tax, which is a disadvantage to the person in
<br />the building trades, mud who are required to pay such license and zaxes.
<br />
<br /> FIFTH: The Association has also taken notice of the amount of work now bein~
<br />performed by men who are employed regularly in the Navy Yard and at other private businesses,
<br />and who s.tyle themselves as building contractors, and who are building a great n~mber of houses~
<br />for sale and also are takin~ contracts for work. ~ais association woul~ like to know under
<br />~nat status a person of this type would come as far as license is concerned - ~,£nether he is a
<br />building contractor, real estate broker, or owner. This Association takes the position that a
<br />man who is a moulder, machinist, boatbuilder, or other tradesman, employed in the Navy Yard, om
<br />elsewhere, is not qualified to be licensed as a building contractor, and respectfully asks the
<br />City to pass an ordinance defining, or requiring a person who is licensed as a building con
<br />tractor to s?mw his experience, or qualifications befcre he is'issued a license, or is allowed
<br />to conduct such a business.
