<br /> The Manager stated that he has a check for $t,0OO~O0 given him as a guarantee
<br />for the erection of fifty buildings at Pinners Point~ erection to begin in forty-flve days,
<br />the check to be returned upon ~he co~oletion of ten houses.

<br /> The following communication from the ~ity Attorney was read:

<br /> "I respectfully desire to report on the following matters referred ~to me:
<br /> 1. The request of Howard Riddick to be refunded $2.71 paid on oersonal
<br />taxes for the year1939. I am informed ~rom the office of the Commissioner of Revenu~ that
<br />the property assessed to E ro Riddick belonged -to and was also assessed to Mr. A.D. Parker. He
<br />Should be refunded at $2. yl. .
<br /> ~ 2. The request?f Hyman and Annie Resh to be refunded and relieved of
<br />an assessment of $150.00 against builaing410 GTeen Street° tt appears that this building
<br />was demolished under orders of BuildingInspector issued May 26, 1939. The parties should be
<br />refunded $1.~? for the first half of 1940, which was oaid on June 25th, 1940, and should be
<br />relieved of $1.88 for the second half of 1940~~ ~

<br /> The following communication from the Oity Collector was read:

<br /> "Today I received a draft from London for $y23.O0, paying taxes due June let
<br />on vacant property on First Street, and several vacant lots in Brighton. This letter was cost-
<br />marked ~uly 3rd, in London and one paragraph of t~e letter is as follows: -
<br /> 'As you will appreciate, the necessity of having to obtain Government
<br />sanction for the making of these remittances entail a good deal of formality x~th consequent
<br />delay, while further delay is of course occasioned by ~he irregularity of mails in these times-
<br />factors which you will doubtless emphasise to the 0olleotor in making the payments, having re-
<br />gard to the penalty clause appearing on the demand noteso~
<br /> Due to.conditions in Engls~d, caused by the War, I believe we should accept
<br />this check and hope you will approve same."

<br /> The fo!lowi~tg letter from the State Board of Education was read, and on motion
<br />referred to the 0ity Manager:

<br /> "The 1940 school census as required by Section 695 of ~he Code, a report of
<br />which has been filed with this Department, shows a total of lO~?8 children between the ages
<br />of seven and twenty years, for the school di?ision of Portsmouth.
<br /> As provided by Section 615 of the 0ode, this will make the annual basic sal-
<br />ary of the division superintendent of schools $2,340.OO for the next five years, beginning as
<br />of July l, 1940~ Section 615 of the Cods also provides that one half of this amount shall be
<br />paid by the Olty Council out of the general fund of the City.
