<br /> Minutes of ~egular meeting held July 9th,and regular adjourned meetings
<br />July llth and ~uly 12th~ were read and approved.

<br /> The following communications from the City Manmger were read:
<br /> let "One of our Firemen,~Lut~er Skeeter, h~s been ~uab!e,to work sinoe
<br />10th. I instructed the Oity Physicis~ Dr. Brown, to examine him, a~dI have a letter from Dr.
<br />Brown stating that Mr. Skeeter will no~ be able to resume his work as fireman.
<br /> I therefore recommend that he be retired as of August !st, !940, at a
<br />monthly pension~of
<br />
<br /> On motion of Mr. Fox, t~e Manager's recommendation was concurred in.
<br />
<br /> 2nd - ~Now that we have two city parks, it is necessary to name them,
<br /> I suggest that we call one the Olive Branch City Park and the other
<br /> the Glensheallah City Park.~
<br />
<br /> Motion of Mr. Wilson to concur in the Manager's recommendation, was adopted.
<br />
<br /> 3rd - "The demands of the Social Mervice Bureau are constantly increasing,
<br />and after holding them down all we could, we find it wCll be necessary for the Oity to ~opro -
<br />priate an additional $2,500-00 to carry that Department until January 1st of next year. Most
<br />of this i~crease, I find, is in the additional contribution to the Old Age ~und and to Depen ~
<br />dent Children."
<br /> Notion of M.r. Fox to ~lace the requested appropriation of $2,500. on its first
<br />reading, was adopted.
<br />
<br /> ~t~h - "Our street sweeper, which is seven years old, has reached the point
<br />where repairs ~re prohibitive, A new sweeper of the same kind will cost $~,200.
<br /> The City of Dmuvi~ie is using a~sweeper that cost $3,775-, which will
<br />do the ~rk as well. The net cost to the City will be $3,013.50. The City Engineer has had
<br />this machine on trial about two weeks, and it is very satisfactory, i also sent him to Dan -
<br />ville to co~er with the D~oartment of Public Service there.
<br /> A letter from the ~Y Engineer is attached, recommending that we buy
<br />the machine he has had on trial.
<br /> We need an appropriation of $3,013.50 at this time.~
<br />
<br /> Motion of ~. Howard to concur in the Manager~s~recommendation and to place an
<br /> appropriation of $3,O13,5O for said purpose, on its first reading, was adopted.
<br />
<br /> 5th - ~When we took over the eighty acres at Glensheallah, it was necessary
<br />to renew some of t~he water pipe, and to repair and paint the golf house inside and out, repair
<br />plumbing, etc.
<br /> This work has been finished and the cost is $~4.8~68. I request an ap-
<br /> propriation of t~t amount, at this time."
<br />
<br /> Motion of Mr. Hutchins to concur in the ~ianager~s recommendation, and to ap -
<br /> propriate $448.68 for said purpose, was adopted, and by the following vote:

<br /> "BE IT RE~OL~D by the Council of the Oity of Portsmouth,
<br />Virginia, that, whereas, the City of Portsmouth is the exclusive owner of
<br />tain real estate which is not used ornecessary for the public uses of the
<br />City, and it is deemed advisable to sell the said proper~y;
<br /> NOW, THEREFORE, the City'Manager be and he is hereby au-
<br />thorised and instructed to offer fo~ sale at public auction, for cash, in f~ont
<br />of the 0our~ House in the Olty of Portsmouth, after first giving notice of the
<br />time, place and terms of sale by advertisement for ten days in the "Portsmouth
<br />Star", a 8~tly newspaper published in ~is City, the following real'e state sit-
<br />uate in said City:
