' <br />coUrt.are in the worst condition and sh~ ld be ~esurfaced ~immediately, but for the reasons <br />hereinaft.er set out, it seems ~o the :undersigned the wisest policy for the City in construct a <br />continuous smooth surfaced street from 0ra~ord ~to Effingham. <br /> The reasons for our request are asfollows: <br /> 1. Proper reeurfacing will ~end to hat~ the loss of real estate values on <br />South St. aud adjacent streets, whiahhas been caused, in part at least, by the City's improve- <br />merit of competitive business streets ~,Ithout a like benefit to South Stree~to South Street from <br />Crawford to Efflngham-St. is the only street in ~he older part of the City without a smooth <br />surfaced roadway, <br /> 2. Resurfacing-will make properties on South St. more convenient and accessi- <br />ble to the general public a~ud these ~actors in conjunction with the greater demand for business <br />and residential properties attendan~ upon an anticipated considerable increase in the City's <br />population should greatly enhance property values in this section. <br /> 3~ There is .a oronounced need for more adequate East-West thoroughfares in <br />theCity and the need will sP~rtl~v become increasingly acute ~th the influx of thousands of <br />additional Navy Yard employees. .In the congested section of the City, the North-South streets <br />are all smooth surfaced and the average width is considerably greater than that of the East- <br />West streets. ~f the Eas~-"Jest streets, only High and County Streets can be considered of any <br />value in handling traffic from the business section ~o the residential sections to the South <br />and West. North, London and Queen Streets are all dead-end streets, and Glasgow, King and <br />Columbia Streets are ~oo narrow to car~ any reasonable volume of t~affico It is apparent that <br />Hi~n and County Streets are at the pre~ent time carrying almost a pes~k-load of traffic and it <br />seems the cart .of wisdom to take immediate stone to relieve the load on these streets and to <br />provide fo~ fu~re increased traffic needs. O~ all the East~est streets mentioned, only South <br />Street offers possibilities of carrying any material part of the East-West flow of traffic and <br />~this street can be converted into a main artery by the resurfacing of two to six blocks at a <br /> small outlay in relation to t~he benefits wLzich will be realized therefrom, <br /> ~. The City itself would imenefit in its proprietary capaci~y~ ~as owner of <br /> the City market and the old Armory site. The _improvement of South Street will do much to re- <br /> vive and promote the use of the City market and adjacent business enterprises. <br /> For ~he reasons above set out, it is reeuested that the Honorable Council give <br /> ~.~ =~oo~ ~8~tion to this orooosa~ and that if ~unds are not Immediately available for <br /> the resurfacing of South Street from 0rawford to Effingham, that at least the two blocks from <br /> Crawford to Court Street be immediately improved. <br /> <br />Respectfully submitted, <br /> <br />(Signe~) Robert H.
