<br /> That the City Attorney be, and he hereby is, directed to
<br />institute em!nentdomain proceedings against the
<br />hereinafter-desCribed property situate in the City of
<br />Portsmouth, Virginia, for the purpose of acquiring the fee
<br />simple title thereto pursuant to Sections 2.06, 2.07 and 2.08
<br />of the Charter of the City of Portsmouth, Virginia, as
<br />~mended, and to deposit with the clerk of the Circuit Court
<br />of the City of Portsmouth as provided by law, the sum Of
<br />$2188.00 to be paid pursuant to order of the Court specified
<br />to compensate the owner of the property described as follows,
<br />to,wit:

<br /> All that certain piece or parcel of land, lying and
<br />being in the City of Portsmouth, Virginia, and being denoted
<br />as Benvenuto Acquisition Area = 871.9 S.F, (0.0200 AC} of
<br />that certain parcel shown or designated as "Now or Formerly
<br />Thomas & Joan Benvenuto Tax Map 385, Parcel 3 (D. B. 873, Pg.
<br />78}" on that certain plat entitled" Plat Showing Property To
<br />Be Acquired By The City of Portsmouth, Virginia For Right Of
<br />Way Purposes, Portsmouth, Virginia'., made by C. Allan
<br />Bamforth, Jr., Engineer-Surveyor, Ltd.

<br />The name of the property owner is Thomas Benvenuto."

<br />96-178 - Letter from the City Manager recommending adoption
<br />of a motion to transfer $89,753 from the Grants Contingency
<br />Account for the 1996 Summer Breakfast and Lunch Program as
<br />awarded by the United States Department of Agriculture.
<br />
<br /> "The Department of Parks and Recreation is applying for
<br />funds from the United States Department of Agriculture, to
<br />provide free, nutritious meals during the summer to youths
<br />residing in low income communities in the City. The request
<br />is for $89,753 in federal funds to serve 1,650 meals per day
<br />for 33 days. A total of 54,450 meals will be served for 33
<br />days at nine locations throughout the City. Ail sites are
<br />located in communities where more than 50% of youths are
<br />eligible for free meals. No local money is required by the
<br />grant.
<br />
<br /> The program has operated annually for more than 30 years
<br />and is an important part of the successful Summer Fun-n-Sun
<br />Recreation Program. The Program offers nutritious meals and
<br />promotes self-awareness, cultural and education group
<br />activities for all participants.
<br />
<br /> I recommend approval of this request and the transfer of
<br />$89,753 from the Grants Contingency Account to fund the
<br />progra~ after it has been awarded. The grant is usually
<br />awarded in June."

<br /> Motion by Mr. Robinett, and seconded by Mr. Griffin,
<br />transfer $89,753 for the 1996 Summer Breakfast and Lunch
<br />Program, and was adopted by the following vote:
