-57 <br /> May 14, 1996 <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Pitts, to adopt <br />the following ordinance, and was adopted by the following <br />vote: <br /> <br /> "ORDINANCE TO APPROPRIATE $120,000 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR THE EXHIBIT DESIGN PHASE OF THE SECOND <br />PHASE OF THE CHILDREN'S MUSEUM OF VIRGINIA." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Clemons, to <br />award the contract to Kearney and Associates for the design <br />and fabrication of exhibits for Phase II of the Children's <br />Museum, and was adopted by the following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />96-177 - Letter from the City Manager recommending adoption <br />of two resolutions to provide for acquisition of certain <br />property under eminent domain proceedings for the widening of <br />George Washington Highway to provide for a left turn lane. <br /> <br /> a. Resolution to provide for the acquisition of certain <br />property owned by Brinkley Trailer Court, Inc., under eminent <br />domain proceedings for the widening of George Washington <br />Highway. <br /> <br /> b. Resolution to provide the the acquisition of certain <br />property owned by Thomas Benvenuto under eminent domain <br />proceedings for the widening of George Washington Highway. <br /> <br /> "Due to the construction of a new entrance from George <br />Washington Highway new housing built by the Navy in the <br />Scott's Center area, it is necessary that George Washington <br />Highway be widened to provide for a left turn lane for south- <br />bound traffic. The Navy and the Virginia Department of <br />Transportation (VDOT) will reimburse the City for its expense <br />in acquiring the necessary land and will bear the cost of <br />construction. The City has been unable to reach agreement <br />with the owners of two of the properties. Resolutions are <br />needed directing the City Attorney to institute condemnation <br />proceedings, as construction is now ~n early stages for the <br />entrance way. <br /> <br /> I, therefore, recommend the adoption of these <br />resolutions directing the City Attorney to institute <br />condemnation proceedings for portions of properties along <br />George Washington Highway." <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Clemons, <br />adopt the following resolution, and was adopted by the <br />following vote: <br /> <br />to <br /> <br /> "A RESOLUTION TO PROVIDE FOR THE ACQUISITION OF CERTAIN <br />PROPERTY OWNED BY BRINKLEY TRAILER COURT, INC., UNDER EMINENT <br />DOMAIN PROCEEDINGS PURSUANT TO THE CHARTER OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, FOR THE WIDENING OFGEORGE WASHINGTON <br />HIGHWAY. <br /> <br /> WHEREAS, the Council of the City of Portsmouth has <br />determined it to be in the public interest to widen George <br />Washington Highway in the area of the entrance into new Navy <br />housing erected to the south of said Highway; and <br /> <br /> <br />
