Webb, Vice Mayor Johnny M. Clemons, Bernard <br />D. Griffin, Sr., James C. Hawks, James T. Martin, Cameron C. <br />Pitts, P. Ward Robinett, Jr., Ronald W. Massie, City Manager, G. <br />Timothy Oksman, City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Clemons, to <br />approve the minutes of a Called Meeting on April 22, 1996; a <br />Called Meeting on April 23, 1996; a Regular Meeting on April <br />1996; and was adopted by unanimous vote. <br /> <br />23, <br /> <br />96-169 - Presentation of a key to the City to Marnie Shana Klar~ <br />Miss Portsmouth Seawall Festival. <br /> <br />96-170 - Proclamation presented to Barry Hobbs for "National <br />Remodeling Month." <br /> <br />96-171 - Proclamation presented to Peg Nourie for "National Safe <br />Boating Week." <br /> <br />96-172 Presentation of special pins to newly appointed Boards <br />and Commissions members. <br /> <br />96-173 - Non-Agenda Speakers <br /> <br />1. John Stone, representing Maryview Hospital, provided an <br />overview of the transfer of Portsmouth General Hospital to Bon <br />Secours. <br /> <br />2. Dr. John Hollowell, 4745 River Shore Road, spoke in <br />opposition to the sale and closure of Portsmouth General <br />Hospital. <br /> <br />3. Dr. Emil Sayegh, 3104 Garland Drive, spoke in opposition to <br />the sale and closure of Portsmouth General Hospital. <br /> <br />4. Helen Person, 1314 Green Street, spoke on lead in Washington <br />Park. <br /> <br />5. Gail Bishop, 219 York Drive, spoke in opposition to the sale <br />of Portsmouth General Hospital. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Robinett, to <br />suspend the rules of order to continue with Non-Agenda speakers, <br />and was adopted by unanimous vote. <br /> <br />6. James Flesher, 3916 Flagship Way, <br />properties within the City. <br /> <br />7. Henry Fallon, 341 Park'Manor Road, <br />sale of PortSmouth General Hospital. <br /> <br />spoke on various tax exempt <br />spoke in oppOsition to the <br /> <br />8. Jean Woody, 406 Biltmore Place, spoke in opposition to the <br />sale of Portsmouth General Hospital. <br /> <br />9. John Hill, 2906 Mapleton Avenue, Norfolk, spoke in opposition <br />to the closure of Portsmouth General Hospital. <br /> <br />10. Vertley Hunter, 4006 Elliott Avenue, spoke in opposition to <br />the closure of Portsmouth General Hospital. <br /> <br /> <br />
