June t0, 1996 At the Public Hearing Meeting of the City Council held on Monday, June 10, 1996, there were present: Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, D. Griffin, James C. Hawks, James T. Martin, Cameron C. Ronald W. Massie, City Manager, G. Timothy Oksman, City Attorney. Bernard Pitts, Vice Mayor Clemons opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. The Mayor called the meeting to order and welcomed all in attendance. 96-200 Public Hearing on a rezoning, group housing project, use permits, code amendment, and Comprehensive Plan: (a) Z-96-06 WEST NORFOLK NEIGHBOI~HOOD - Rezoning application of River Pointe Associates to amend conditions of the zoning district to allow condominiums. J. S. Livesay, Jr., 307 Columbia Street, provided information on the application. Motion by Mr. Martin, and seconded by Mr. Griffin, to concur with the recommendation of the Planning Commission that Z-96-06 be approved on first reading, and was adopted by a vote of 6-0. (b) GHP-96-03 WEST NORFOLK NEIGHBORHOOD Group Housing Permit application of River Pointe Associates for 45 single-family, detached condominium units on River Pointe Drive. Motion by Mr. Pitts, and seconded by Mr. Martin, to concur with the recommendation of the Planning Co~unission that GHP-96-03 be approved on first reading, and was adopted by a vote of 6-0. (c) UP-93-03-M CAVALIER MANOR NEIGHBOP~HOOD - Use permit modification application of Mrs. Sandra Pinnock to expand operation of a Child Day Care and Preschool Center from 60 children to 86 children at 1220 Cavalier Boulevard. Sandra Pinnock, 1220 CaValier Boulevard, provided information on the application. Motion by Mr. Clemons, and seconded by Mr. Griffin, to concur with the recommendation of the Planning Commission that UP-93-03-M be approved on first reading, and was adopted by a vote of 6-0. (d) UP-96-03 TWIN PINES NEIGHBORHOOD - Use permit application of Bishops Green, L.L.C. to construct a sanitary sewage pump station within the Bishops Green II section. Motion by Mr. Clemons, and seconded by Mr. Martin, to concurwith the recommendation of the Planning Commission that UP-96-03 be approved, and was adopted by a vote of 6-0.
