<br />negotiations with the State Hes~th Department, looking to the securing of assist~mce for our
<br />growing hes~th problem. The State Health Department is well aware of our need in this connec-
<br />tion, and has been able to offe~ us the following personnel, through the United States Public
<br />Health Service:
<br /> i. They will furnish the City, at no cost~ a doctor, who
<br /> is a Senior Surgeon in the U~S. Public Health Service
<br /> .Reserve, ~th a degree in oublio hes~th work~ end ~no
<br /> will be capable of directihg a health pre. gram in
<br /> · o rtsmouth.
<br /> 2. They will furnish a Public Health Nurse with a degree
<br /> in public health nursing, at no cost to the City.
<br /> Our present public health facilities are based on a population wlnioh
<br />does not contemplate the great increase we have ex!perienced in the last two years~ nor does it
<br />contemplate the congestion and attendant health menace created by o~_is larger population crowd-
<br />ed into the City. As recently as five years ago, the Department of Public ~f~lfare was able to
<br />devote~most of its time and personnel to health problems, but since the creation of the vast
<br />Social Security program, the situation has more or less been reversed and there is a danger
<br />that the health program, unless augmented and freed, can not receive the attention it deserves.
<br />If we use our vit8l s~atistics for the month of May, 1933 and compare them %%th the month of
<br />lL~y, 19~l, it %~ll indicate, on a percentage basis~ that oUr health activities are now a prob-
<br />lem for a city of 64,000 people, as against a population of 46~OOO in 1933-
<br /> I will therefore recommend that the City M~nager be authorized to ac -
<br />cept the offer of the State Health Deoart~ent to fu. rnish, free of cost, to the City,
<br />vices of a Public Health Officer e~d ~k Puolic Health nurse; further, that the Council concur
<br />in the City l~Ianager~s de'ire to separate the Health Department from th~ Department of Public
<br />Welfare, at this time, and at least for the period of t~e ~aticna! Emergency.
