<br /> The Stadium 0ommlttee presented the following report:

<br /> ~The Stadium Committee resoectfully offers this repor~ and
<br />connection with the Portsmou%h Stadium:
<br /> 1.
<br />
<br /> recommends the
<br /> Management - The City is to provide all facilities, and to
<br /> maintain the management, control, and s~oervision of the oroperty,
<br /> and keep it in condition.
<br /> 2. High School - The stadium may be used by the School authorities
<br /> for all public school athletic activities, and the school autho-
<br /> rities shall have full use of its advantages at all times and
<br /> shall be given precedence for its schedule events, Provided its
<br /> use shall not conflict with the schedule of professional league
<br /> baseball and other prior engagements. The High School shall have
<br /> precedence for its scheduled football e vents, which schedule
<br /> will be furnished the City Eanager by July let, each year. There
<br /> sD~ll be paid into the treasury of the City, out of the
<br /> ~und of t~he High School, for such use, the sum of Twelve Hundred
<br /> Dollars per annum.
<br /> 3. Professional League Baseball - The Stadium may be engaged for
<br /> ~rofessiona! league b~seball between March 15th and Seotember
<br /> 5th. ~Euere it i~ engaged for as many~ as fifty games, ~he chs~ge
<br /> shall be Thirty-five Dollars per day, provided it may be engaged
<br /> during any season for not less than fifty nor more t~n eighty
<br /> days for the sum of Twenty-five Hundred Dollars, payable in
<br /> monthly installments of Five Hundred Dollars, in advance. ~hen
<br /> engaged on either of the above bases, the use of fifteendays
<br /> for practice shall be allowed ~thout charge, and the person
<br /> engaging the stadium shall be permitted, without further charge,
<br /> ,to furmlsh and operate until M~rch 14th of the following year,
<br /> all concessions ordinarily operated in a b aseba!l park, includ-
<br /> ing advertising signs. But no signs shall be painted on the
<br /> property of the City, nor shall they be placed so that they might
<br /> be seen from the s~reet. ~hen the stadium is engaged on either
<br /> of the above bases, the schedule of dates for the engagements
<br /> shall be made not later than~rch
<br /> 4. Professi~al Football ~hen engaged for as many as ten days
<br /> during one season for professional football, the charge shall be
<br /> at the rate o~ Seventy-five Dollars per day, and the privilege
<br /> of five days for practice purposes shall be allowed, without
<br /> charge.
<br /> 5. Single engagement - For college football, and single engagements
<br /> of professional and semi-professional football, baseball, and
<br /> othe~ prpfessional athletic events, the charge shall be One Hun-
<br /> dred Dollars per day.
<br /> Lo~al Events - For all other local events where an admission is
<br /> charged, there s~hall be a charge of t wenty-five dollars per day.

<br /> y. Lights ~ The lighting system should belong to the City. ~hen
<br /> the lights are used for any event of whatever nature or purpose,
<br /> there shall be a charge of Five Dollars per hour or fraction
<br /> thereof, provided ten minutes grace may be allowed where an event
<br /> is begun at least ten minutes before and is not completed within
<br /> the hour period. The charge for the !iEhts is to be in addition
<br /> to all other charges and rates herein provided and shall at no
<br /> time be remitted or refunded. The field lights sD~li not be
<br /> used after twelve o'clock midnight.
<br /> 8. Payment - The ren~s and charges, except the High School, shall
<br /> be paid in advance, and if the stadium is used, they s~hall at
<br /> no time be remitted or refunded.
<br /> 9. Prohibited Uses - No circus, carnival or entertainment of like
<br /> nature shall be permitted to use the stadium, nor shall any
<br /> other use be made of it which will materially injure the property
<br /> or the baseball and football fields.
<br />10. The stadium shall not be used for any event except tP~t for which
<br /> it was engaged, and shall not be sub~Iet. The City ~nager shall
<br /> be permitted to change engagements where the same does not con -
<br /> flier with prior rentals.
<br />11. Notation: This report is signed with the understanding that a
<br /> majority of the Committee approved the portion of the report re-
<br /> lating to advertising signs, and that Mr. Fox is to be recorded
<br /> as being opposed to all signs other than those advertising the
<br /> nature of the e vent for vahich the stadium is engaged.
