Motion of Er. Fox to amen~ SeCtion~3 ~o read: <br />"No advertising sig~s shall be allowed in the stadium after <br />September 15th, 1941" <br /> <br />was lost, and by the following vote: <br /> <br /> Ayes: Fox, Hutc1~Ins, Wilson <br /> Nays: Grimes, Howard, Lawrence, Warren. <br /> On motion of Mr. Grimes, the report of the Stadium Committee was adopted, <br />and by the following vote: <br /> <br /> Ayes: Grimes, Howard, Lawrence, Warren <br /> Nays: Fox, Hutchins, Wilson <br /> <br /> Mr. Hutohins presente~ the following resolution: <br /> <br /> ,WHEREAS, the Honorable John P.Leighis ill and at present time is <br /> unable to perform his duties as Mayor of the City of Portsmouth, <br /> an~ Section 10 of the Oharter of the Oity of Portsmouth, as amended <br /> by an Act of-General Assembly of Virginia, approved March 3, 1936· <br /> provides that: In the event of the inability of the Mayor to dis- <br /> charge the duties of his office, the duties ~hall be discharged by <br /> a member of the 0ouncil designated by the Council, until such ina- <br /> bility shall cease. <br /> Now, Therefore, Be it Resolved~ t~h~t Leslie T. Fox be and he is <br /> hereby designated to discharge the duties of the Mayor of the City <br /> of Portsmouth, until the inability of the Honorable John P. Lelgh <br /> shall cease~" <br /> On motif, said resolution was adopted~ ~nd by the following vote: <br /> <br /> Ayes: Grimes, Hutchins~ Warren, Wilson <br /> Nays: Howard <br /> <br />Messrs Fox <br /> <br />accepted. <br /> <br />Lawrence excused from voting. <br /> <br />Mr. Lawrence offered his reslgnation as Vice President, which was, on motion <br /> <br />On motion adjourned. <br /> <br />Clerk. <br /> <br />Apnrove~ - <br /> <br /> <br />
