<br /> The Oompensation report of the Commissioner of Revenue for the month of June,
<br />was received, and on motion of Mr~ Howard, approved for payment.
<br /> The following letter was read~ and on motion of Mr. Hutchins, referred to the
<br />Oity Manager and City Attorney: . . .
<br /> "At the first meeting of the Hampton Roads S~uitation Commission, which was
<br />held on July 2nd, 1941, there was presented a letter of April 30th, 19~l, addressed to the
<br />members of the Gommission~ ~gned by the City Manager and inclosing a copy of a~resolution
<br />adopted by the Council of the City of Portsmouth, in which was declared the intention of the
<br />City of Portsmouth to wit~hdraw from the Hampton .Roads Ss~%itation District~
<br /> In this connection will you please inform the members of the City Council
<br />that the Commission has requested an opinion of the Attorney General of the State of Virginia
<br />as to when the Dis~rict was actually created in order that all parties concerned may know
<br />their rights with respect ~o withdrawal.
<br /> Will you pleame present ~o the Council at the ~irst opportunity the co~y of
<br /> the resolution forwarded herewith, which re~olution was unanimously adopted by the Commissi&n?
<br /> I~ is to ~e noted that in accordance with this resolution request is to be
<br />made to the Federal Government for funds with which to make effective the obJects and purposes
<br />of the Hampton Roads Sanitation Commissi~. It is believed that if all the citie~ and court -
<br />ties concerned present a united front~ the chance~ of obtaining ~hese funds i~lll be greatly
<br />enhanced.
<br /> Accordingly~ it will be appreciated if the Council would make such represen-
<br /> tation as it may deem proper to the FederalAuthorities in charge of the distribution of these
<br /> funds, with a request that the allocation be made to the Hampton Roads Sanitation Commission,
<br /> in accordance with t~he enclosed resolution.

<br /> WHEREAS, as a result of the National Defense Program, it is estimated the~l
<br />a~e now engaged in the Hampton Roads area, w.hieh'includes the cities of Hampton, Newport News,
<br />Norfolk, Portsmouth, South Norfolk, Phoebus and adjacent counties, app~o~_tmately 150,000 men
<br />in the uniformed services of the Army, Navy, Marine Corps and Coast Guazxt, and civilians work-
<br />ing on Defense projects, by reason of which the population has been suddenly increased by over
<br />200,0OO people, and,
<br /> WHEREAS, due to this great influx- of populati on, the .problem of public
<br />health, sanitation and sewage disposal has become greatly aggravated and has reached the p6int
<br />where it is a menace to the health of ~he people of the community and to that extent a burden
<br />on the active and efficient progress of the National Defense Progrsm, and,
<br /> WHEREAS, by Acts of Assembly of Virginia, the State has recognized the
<br />necessity for the need of the prevention of the potl~ution of cur local waters by setting up
<br />the Hampton Roads Sewage DisPOsal Commission, and later the Hampton Roads Sanitation- Commissio~
<br />which latter has only this -day held i~s organization meeting, and,
<br /> WHEREAS, the purpose of these acts was to set up an agency looking toward
<br />the elimination and prevention of the menaces mentioned, and particularly the erad~icatlon o f
<br />the pollution of cur waters; and it appears to this ~0mmission from information already ob -
<br />rained by it from a survey made by the U.S~ Public Health Service, .and also from a survey made
<br />by sanitary engineers of high reputation, that in order effectdvely to eliminate the existing
<br />pollution and prevent further pollution of the waters of t, he Hampton Roads area, it will be
<br />necessary to establish modern and up-to-date sewage disposal plants and systems, the cost of
<br />which will probably range from so far a s can now 'be ~Stimated~ seven and one half to ten mil -
<br />lion dollars, and
<br /> WHEREAS, the Oongress of the United States has recen~ty passed a Community
<br />Facilities Bill appropriating ~ huh~med :and fifty million dollars to assist local communities
<br />in Defense ~a~eas in providing facilities itc meet Defense needs., including t~t of sanitation,
<br />and this Commission is unanimously of th~ opinion that.~the eradication of this pollution is a
<br />marten of vital importance and of the utmas~$ urgency to the National Defense projects in this
<br />area, NOW, THEREFORE, BE I~ UN~NIi~OUSLY RESOLVED by this Commission that the
<br />Ohai~man thereof be authorized and instructed to,. at once, make.apRlication to the pr~pe~
<br />:Federal authorities for an allocation of ten'million dollars, or so much thereof as may appear
<br />to be needed for the purpose of safegdarding the health of the men in ~he uniformed services
