The Mamager presented the following:

- "I am only a seventeen year old person, working in the Navy Yard, amd have

only one half year of school ~o finish to graduate. But what I wanted to write about was -
it seems to me that as large and as important as P~rtsmguth has become, she should have aradio
station of some kind, even if it is a small one. ~any Towns or cities in the United States, very
considerably smaller than Portsmouth, have radio orations, and I would like for you to try to
promote and progress the idea around so as Portsmouth can become a member of the P~.dio.
If 'Portsmouth is given the opportunit7 to have a radio station, it would be
good, I think, to call it W.P.D.R., in honor of our President.
Present this information to t~he City Council, and see what they think of it.

Yours very truly,

E.A. 0ar!isle."
On motion of ~,~r. Grimes, referred to the City 24anager.

The following letter was read, and on motion of Mr. Pox, referred to the City
Attorney, with power to act:

~ "Upon purchasing city licenses for ourdelivery equipment, we erroneously
purchased two (one ton or less) license plates (sets) whereas, we have only one ~ruck of this
capacity, and therefore have no use for the extra set.
This was purely an error, since at no time have we had two trucks of this
capacity. We therefore, respectfully request that we be allowed ~o return these p~ates and re-
ceive a refund.
Thanking you for your kind attention to this matter, wa are,

Yours very truly,

Standard Hardware Oorpn.
when the ~obacco Tags were presented for the benefit of the charity fund of the organization~
~ tl~9~uk you for this, and assure you that it will be most highly appreciat-
ed by the Phthian Sisters of Portsmout2a.
Sincerely,

Mrs. Kathryne L. West,
Mistress of Records and Correspondence."

The following letter was read, and on motion of Mr. Hutchins, referred to
the City Manager and the Traffic Oommis~on:

"We, the Young Hens' 0ivic Organization of Portsmouth, respectfully invite
your attention to the dangerous traffic conditions existing in our City, particularly the imme-
diate areas tc the west and southwest of Effingham St.
Furious traffic, augmented by ~he great influx of motorists and pedestri-
ans, due to the Defense program, has made travel of any sort dangerous on Efflngham, Oounty,
South, Godwin, Chestnut and Lincoln Sts., and at many of the intersections embracing these
streets.
OOnditions existing at Chestnut and High St. intersection, especially on
Saturday afternoons and nights, demand that some sort of traffic regulations be instituted im -
~ediat?ly~ 9ars ~roceed a~l?ng ~Hlgh~St., almost ~umper to bumper, making it almost impossible
zor peaes~rlans ~o cross r~e s~ree~ corner, mas~ and west bound vehicular traffic on Chestnut
St. becomes hopelessly jammed because of these conditions, often causing traffic tie-ups and
congestion for several blocks. Accidents are all too frequent, as a result, and often very
serious.
With the hope of relieving these ills, the Young Hens, 0ivlc Organization
respectfully petitions the Honorable Oouncil to approve the installation of re~lation traffic
lights at the following intersections -Ohestnut and High St., Godwin and High Sts., an~ Erring-
ham and Oounty Sts.
We also implore the Honorable 0ouncil to approve the installation of
blinking-red caution lights as ~ollows: at South and EffinghamSts., South and Chestnut ets.,
Godwin and County ets., and at Lincoln and Effingham Sts. We respectfully suggest tha~ the
caution lights be of the blinking red type such as that operated so effectively at the corner
of Brambleton Ave. and Chapel St., in Norfolk.
~hile we are aware-that the proposed installation of traffic lights will
involve a considerable financial outlay by the City of Portsmouth, we are sure that the Honor-
able mercers of Portsmouth City Oouncil will realize that the results obtainable will more than
Justify the expense.
