One half of this.amount for operatic~ of the. remaining six m~nths of the
yeb~ wiltbe appreximately-$2,240.00. ~4r. OhanS_ler Harper, the golf pr~fess:ional.who has oper-
ated t~kis course for four years, has consented to remain at ~he salary mentionsd~ in ~e i budget,
with the understanding that he will have the concession, privileges, ~ich is usual at practi -
cally all golf courses. In oonsld~eration of ~e salary paid him, Mr. Harper will also assist
the Superintendent Of Parks as greenskeeper for this coumse.
Part of ~Jae loss of $1,275.?1, which the~Oity sustained during the past
year of operation of this =~olf course, was_occasioned by the fac~ that the equipment was ~nef-
fielently handled. The grass on this course was cut by the equipment which we have at the City
Park, and which,~ several times a week, had to be loaded on a truck by several men and hauled
back and forth between thee City Park and Glenshea!lsh. Outside of the cost of ~hauling this
heavy machinery back and forth, it disru~ted the work of a crew of men and a truck engaged on
~ k in the City. Furthermore, I am advised that, as a consequence, neither course Ems kept ln~
o~r~ ~lo~i=~ shade. In order to keep up both tAe City Parkand the Glensheallah golf cour-ses]
and meet the above budget, we will need $1,5OO., to purchase proper equipment. Th_s equipment
will not reoresent a very large annual burden, inasmuch as the present equipment at the City
Park has no% been in operation eight years and still has some good life in it.
In view of the above, I respectfully recommend that an appropriation of
$2,240.00 be made for the operation and maintenance of the Glensheallah golf course, for the
balance of our fiscal year, and that an additional appropriation of $1,500. OO be made for the
purchase of proper equipment."

Notion of Mr. Warren to place on first readingan appropriation of $3,?40.00
for said purpose~ wa~ adopted.

?th - "At %he regular meeting of the Oity Council, held on June ~4th, a commun-
ication from the Portsmouth Chamber of Commerce, relative to traffic conditions, was referred
to the Oity Manager:
1. Concerning the employmen~ of a traffic engineer to
survey traffic conditions in our City. I beg to
report that, due to the fact that the Hampton Roads
Regional Defense Council is now seeking ways and
means of having a traffic engineer make a study of
traffic conditions in all cities in this Defense
area, I respectfully request that e%uy action by the
City be deferred a reasonable length of time, until
we see what assistance can be rendered by the Govern-
ment.

0oncerning the installation of additional parking
meters in the business section. I ~eg ~o report that
~he Manager and the Safety Traffic Commission are now
making a study of this problem and we hope to have a
report, at an early date."

~tion of Mr. Hutchins to lay on t~b!e, was adopted.

on June 10th,
Streets.

8th -
relative

Supt., Seaboard Air Line

"Concerning the resolution adopted by the City Couhcil, at its meeting
to parking of freight cares on Crawford Street, between Htgh and County

I wi~h to state that I am in receip~ of a letter from H.M. Terrell,
Railroad, which reads, in part, as follows:

~We are arranging to stop parking cars on Crawford
Street, between High and Middle Stsc, effective at
once. We trust that this will-be satisfactory and
will help you solve your traffic problem.~"

Notion of Mr. Fox to ~receive and file, was adopted.

9th - "Relative to the purchase of a six wheel motor grader, which was dis-
cussed at the last meeting of the Council, I beg to report tha~ we have been investiEating the
purchase of ~his important piece of equipment, and to date h~ve not made any definite decision
as to a purchase. However, we are negotia~in~ with several manufacturers, and in the meantime,
I would respectfully recommend that the City Council, in order to save time, pass an appropria-
tion of $4,O00. O0 on its first reading.
By the time the Council meets again, we will have concluded our mgo -
tiations and a definite figure will be available."

The above request of the City Manager for an appropriation of $4,000.00 to
purchase a six-wheel moto~ grader, laid on table on June Z4th, was taken up.

Notion of ~r.
and by the~ following vote:

Hut chins to

Ayes: Fox, Grime.s,
Nays: None

appropriate $4,0OO.
